The Army, Navy, and Air Force are responsible for about $78 billion of DOD's $98 billion in secondary item inventory, such as spare parts needed to maintain military equipment. GAO identified DOD supply chain management as a high-risk area due in part to ineffective and inefficient inventory management practices that have contributed to high levels of excess inventory relative to total inventory. DOD established goals to reduce the percentages of both on-hand and on-order excess inventory. GAO was asked to review DOD's inventory management practices. This report assesses the extent to which the services have (1) reduced on-hand excess inventory consistent with DOD goals, (2) reduced on-order excess inventory consistent with DOD goals, (3) balanced the timely availability of spare parts with supply chain costs in their inventory management metrics, and (4) implemented and monitored key improvement efforts. GAO analyzed inventory data from September 2009 through March 2014; evaluated the services' inventory processes; and interviewed service and OSD officials.

The nation's long-term fiscal imbalances will likely make DOD's 1.6 trillion planned investment in new weapon systems unsustainable. Thus, it is critical that DOD retains the flexibility to end programs and contracts when necessary and appropriate. Although the federal government generally has the legal right to terminate contracts for convenience, defense stakeholders have sometimes expressed concerns that it will cost more to terminate a contract than to complete it. To address this perception, GAO examined (1) how expected contract termination costs and other factors affect DOD decisions on whether to end programs and contracts; (2) the circumstances under which it would cost more to terminate a contract for convenience than to complete it; and (3) the options DOD has for retaining value or reducing costs, when DOD ends programs or contracts. To do this, GAO examined DOD data on terminated contracts over $100 million; reviewed laws, regulations, and guidance; and met with key DOD officials. GAO recommends that DOD review, and as needed amend, guidance on terminations across the military services and DOD agencies to ensure that termination guidance identifies the conditions under which it is appropriate to end programs or contracts, and provides knowledge needed to use terminations as an investment portfolio tool. DOD agreed.

This draft Inventory Preparation Guide constitutes recommendations of the Logistics Management Institute for new OSD policy and instructions on reporting commercial or industrial-type activities (CITA) and contract support services (CSS) in the Department of Defense. The purpose of the guide is to: (1) improve the accuracy and comprehensiveness of inventory reporting; and (2) respond to the new requirements of OMB Circular A-76 (Revised). Although instructions for implementing Circular A-76 have been promulgated in DoDI 4100.33, 'Operation of Commercial and Industrial-Type Activities, ' February 25, 1980, those instructions focus on review procedures and cost comparison studies for CITA. The guide complements that DoDI by emphasizing the preparation and reporting of inventory data. Thus, the guide goes beyond DoDI 4100.33 in several areas. It describes the purpose of the inventory and its planned uses, proposes a method for relating CITA personnel authorizations to total authorizations, aligns functional CITA and CSS definitions with those used in the FYDP (particularly in base operating support), and simplifies the estimating and costing of in-house and contractor staff-years.
