This report is a comprehensive overview of oversight conducted over the past decade to measure how well DHS is achieving its mission, operating its programs, spending taxpayer funds, complying with the law, and respecting the boundaries established to limit the federal government and protect the rights of law abiding U.S. citizens. Created after the September 11, 2001 terrorist attacks, DHS is the result of the largest reorganization of government in more than a half century. Today, the Department's spends approximately $61 billion annually and employs more than 240,000 people. It includes many different components, directorates, offices, and programs with a broad range of missions. This report reviews each of DHS's five main missions, where it is falling short with each, and provides recommendations to make the Department more efficient and effective. The analysis is based upon independent information and evidence as well as oversight conducted by my office and other watchdogs. Where necessary, this report notes where additional oversight is needed to improve transparency and understanding of DHS's programs and performance.

Homeland security threats continue to evolve and include challenges ranging from terrorist attacks to natural disasters, emphasizing the need for DHS to periodically examine and strengthen the nation's homeland security strategy. Further, the Implementing Recommendations of the 9/11 Commission Act of 2007 requires DHS to conduct such a review every 4 years. GAO reported in 2011 on DHS's first QHSR and recommended DHS provide sufficient time for stakeholder consultations and examine how risk information could be used to prioritize mission efforts. DHS issued its second QHSR in 2014. GAO was asked to assess the QHSR. This report addresses the extent to which DHS (1) examined and used risk information to inform the QHSR and its implementation, (2) aligned its budget and performance measures to QHSR mission goals, and (3) collaborated with stakeholders to develop the QHSR. GAO analyzed relevant statutes and QHSR documentation; conducted a nongeneralizable survey of DHS-identified federal and nonfederal QHSR stakeholders, receiving responses from 93 of the 182 QHSR stakeholders it contacted; and interviewed officials from DHS, federal, and nonfederal entities.

The Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Commission Act) requires that beginning in fiscal year 2009 and every 4 years thereafter the Department of Homeland Security (DHS) conduct a review that provides a comprehensive examination of the homeland security strategy of the United States. In February 2010, DHS issued its first Quadrennial Homeland Security Review (QHSR) report, outlining a strategic framework for homeland security. In July 2010 DHS issued a report on the results of its Bottom-Up Review (BUR), a departmentwide assessment to implement the QHSR strategy by aligning DHS's programmatic activities, such as inspecting cargo at ports of entry, and its organizational structure with the missions and goals identified in the QHSR. This testimony addresses DHS's efforts to (1) strategically plan its homeland security missions through the QHSR, (2) set strategic priorities and measure performance, and (3) build a unified department. This testimony is based on GAO reports issued in December 2010, February 2011, and September 2011.

The responsibilities of the Department of Homeland Security (DHS) range from preventing foreign and domestic terrorist attacks; securing the nation's borders; safeguarding transportation systems; responding to natural disasters; nuclear detection; and more.
