Excerpt from A Servant of the Public Parallel events with the commercial development of a business, is a spectacle strange to no country but most common among the nation of shopkeepers; it piesents, however, interesting points and is likely to produce a group of persons rather diverse in character. Some of the family breathe the new air readily enough; with some the straw of the omnibus (there was straw in omnibuses during the formative period) follows on silken skirts into the landau. It takes, they say, three generations to make a gentleman; the schools ticket them - National or Board, Commercial or Grammar, Eton or Harrow. Three generations, not perhaps of human flesh, but of mercantile growth, it takes to make a great Concern. The humble parent-tree in the Com mercial Road puts forth branches in Brixton, Camber well, Stoke Newington, wherever buyers are many and turnover quick: here is the second period, when the business is already large and lucrative, but not yet im posing. Then a new ambition stirs and works in the creator's mind; there is still a world to conquer. Appearance is added to reality, show to substance. A splendid block rises somewhere within the ken of fashion; it is red, with white facings, a tower or two. Excerpt from Martin B. Madden: Public Servant; A Sketch During the height of the excursion season, eighteen months ago, there were assembled, one evening, in the lounging room of San Francisco's principal hotel, a score of travelers, each from a different distant part of the world. They were all engaged in the same conversation. This had centered on the topic of the Pacific coast's great opportunities in Oriental trade. The traveler whose authority seemed most acceptable to all the others, in reply to a question, said: "President Lincoln selected the site on this coast where the greatest city should be built. He caused it to be surveyed and laid out. The place is opposite Victoria, British Columbia, on the southern side of the great strait leading from the ocean to Puget sound. It is called Port Angeles. It has every advantage needed for the making of a metropolis. The harbor is the nearest in the United States to Asia, is immense in capacity and the most accessible on this coast to transcontinental railways. It is extraordinary that a man from Illinois should have been able to foresee the value of that location. No less marvelous is it that the same state possesses to-day the best city-building talent anywhere assembled in the world. The greatest municipal accomplishment of modern times is the construction of the city of Chicago within about one generation. Excerpt from Labour and Life of the People, Vol. 8 Not only does he work for a master whose business is subject to no vicissitudes of fortune, but his security of tenure is far greater than that of the servant of a private employer; the private trader is obviously much more directly interested in the efficiency of his servants than the head of a Government department; and there is a still stronger reason which militates against the dismissal of a civil servant, and that is that heads of departments have always before them the fear that pressure may be brought to bear by Members of Parliament. The result is that a Government department is certainly more long-suffering than a private employer, and dismissal is not likely to result except from flagrant and repeated misconduct, or from the grossest incompetence. Se fully is this fact recognized that clerks and some other members of the service are only placed on the establishment after a period of probation. But even this security is probably not very effective, for the Lords of the Treasury point out that too much reliance must not be placed upon this security for obtaining competent civil servants. Heads oi' departments will, it must be anticipated, only refuse their certificate in cases of proved incapacity. The precaution is therefore a bar to incompetence, not a security for competence. In the case of lower division and boy clerks, however, advantage is sometimes taken of this mile to get rid of a clerk at the end of the period of probation, though in the vast majority of cases the cause assigned is bad health. Excerpt from The Servant The child was born into a world of unbounded wealth. Great heaps of gold, and coffers filled with precious jewels were his. He lived in palaces of white marble on the shores of sunny seas. A myriad slaves bowed to his bidding. In magnificent and golden splendour he passed, on pompous ships from land to land. Kings were his friends, and the world's great men hailed him as patron. He loaned money to monarchs, and was a power behind the destiny of nations - and he became weary and slept. Excerpt from The Son of a Servant From the Publication of The Son of a Servant to The Inferno (1886 - 1896) A celebrated statesman is said to have described the biography of a cardinal as being like the Judgment Day. In reading August Strindberg's autobiographical writings, as, for example, his Inferno, and the book for which this study is a preface, we must remember that he portrays his own Judgment Day. And as his works have come but lately before the great British public, it may be well to consider what attitude should be adopted to wards the amazing candour of his self-revelation. In most provinces Of life other than the comprehension Of our fellows, the art Of understanding is making great progress. We com prehend new phenomena without the Old strain upon our capacity for readjusting our point Of View. But do we equally well understand our fellow-being whose way of life is not ours? We are patient towards new phases Of philosophy, new discoveries in science, new sociological facts, Observed in other lands; but in considering an abnormal type of man or woman, hasty judgment or a too contracted outlook is still liable to cloud the judgment. Excerpt from A Civil Servant in Burma This is not a guide-book, or a history, or a study of manners and customs. It is a plain story of official life for more than thirty years. It does not compete with any of the books already written about Burma, except, perhaps, the monumental work of General Fytche. While pursuing as a rule a track of chronological order, I have not hesitated to wander into by-paths of dissertation and description. I could not write without attempting to give fragmentary impressions of the people and their character. As far as possible I have limited my narrative to events within my own knowledge; my judgments are based on my own observation. I have to express my acknowledgments to the friends who have given me photographs to illustrate the book. My special thanks are due to Mr. A. Leeds, I.C.S. (retired), for a large number of characteristic and charming pictures. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Abraham Lincoln, Servant of the People You will recall that during the dark days of the Civil War Lincoln's attention was called to certain records. These records seemed to indicate that one Mrs. Lydia Bixby of Boston was the mother of five boys who had enlisted in the serv ice of their country and all of whom had been killed in battle. This information so stirred the tender heart of Lincoln that he wrote to Mrs. Bixby one of the most sympathetic letters ever written. 80 beautiful was this letter that it has become known thruout the world as a gem of literature. It was to this letter which Dr. Barton referred when he said Lincoln had blundered, for by his investigation he disclosed that only four of Mrs. Bixby's sons had served their coun try; that two of these had died in battle and that one of the other two sons had deserted to the enemy. He proved conclusively that two sons, one of whom had not been in the service, lived in Massachusetts for many years after the close of the war.
