[...] An educational gap that is growing The region has made significant progress in improving the education of its population, but it has not been enough: the gap between the region and Canada as a whole has widened! The goal should be not only to increase the number of individuals with a post- secondary education but also to reduce the number with less than a grade 9 or a grades 9 to 13 education. This paper goes beyond the economic-based approach to evaluating the status of the Atlantic Provinces and proposes that the key to understanding that community is an understanding of the people who live there & their relationship with each other, and that the ultimate goal is to maximize their well-being. It first discusses the evolution of the well-being approach in modern welfare economics and the interrelated domains or attributes that can affect individual well-being. It then briefly outlines factors that might determine the determinants of health and presents a system of community accounts in which indicators are organized by domain for the various groups in communities over time. This is followed by a selection of indicators linked to well-being in the four Atlantic Provinces in six domains: health, social relationships, income, household spending, labour market, and demographics. Comparisons with Canada as a whole are included. The final section discusses how the community accounts system presented in the paper can provide a more holistic way to understand the socio-economic landscape of Atlantic Canada.
