During the last week of September 1968, ESRIN (the European Space Research Institute) held the ESRIN-ESLAB Symposium on 'Low-Frequency Waves and Irregularities in the Ionosphere' in Frascati, near Rome. The symposium was attended by about 60 participants, including speakers from most of the ESRO member states, the U.S.A., the U.S.S.R., and Peru. The main topics covered were: (a) observations of ionospheric irregularities by radar scattering, (b) scintillations of satellite signals, (c) geomagnetic micropulsations, and (d) whistlers. Both theoretical and observational aspects were treated. In addition, laboratory results on low-frequency waves in plasmas were discussed, emphasis being given to their possible relevance to low-frequency ionospheric phenomena. Finally, a brief presentation (not included in these proceedings) of the ESRO rocket and satellite program was given by Dr. Pedersen of ESLAB. The symposium provided an exchange of information among workers in closely related fields. It was also valuable in bringing together people whose experience is predominantly in ionospheric observations with others whose field of interest is mainly in plasma physics (theoretical or laboratory) - a combination that seemed particularly appropriate to ESRIN's program and functions.

Naturally occurring ionospheric irregularities can significantly affect the performance of communication and navigation satellite systems. Both amplitude and phase fluctuations (scintillations) are produced by ionospheric irregularities at heights from 200 to 600 km. Scintillations are most frequently observed on paths traversing the ionosphere at high latitudes and near the geomagnetic equator, although at times they are also observed at mid-latitudes as well. This report summarizes the current state-of-knowledge concerning ionospheric scintillations in the natural environment. Section 2 introduces scintillation effects and discusses the magnitude and the character of the problem. Section 3 introduces the fields of investigation in scintillation research. Section 4 discusses the global occurrence of ionospheric scintillation and its correlation with other measurable geophysical parameters. Section 5 discusses the various models which have been proposed to characterize signal propagation through the disturbed ionospheric environment. Section 6 reviews the theoretical work describing the physical processes leading to inhomogeneities in the ionosphere.

Amplitude fluctuations produced by small irregularities in electron density in the F-layer of the ionosphere (at 300 to 400 km height) can be a problem to communication and navigation systems in the VHF-UHF range. Recent measurements, primarily by AFCRL, are shown with emphasis on results at high and equatorial latitudes. At high latitudes an irregularity region exists whose lower boundary reaches 57 degrees invariant latitude near midnight. During magnetic storms the boundary descends to lower latitudes and the fading becomes deeper. Over the polar cap scintillations are somewhat diminished. When observing synchronous satellites through the irregularity region, deep and fast fading is frequently seen, with fade rates to one per second. Irregularities produce deep scintillations in the VHF range plus or minus 15 degrees from the geomagnetic equator. In equatorial regions maximum occurrence of high level scintillations takes place between 2100 and 2400 local time during the equinoxes; a minimum occurrence is observed during the solstices. When the sunspot number decreases, the equatorial irregularity region spreads and becomes larger. The data for various latitudes has been placed in statistical form, that is, distribution of amplitudes for 15-min samples as well as for periods of 1 yr and longer. (Author).

The ionospheric irregularities causing scintillation of extraterrestrial radio sources were studied by the observation of radio signals transmitted from artificial earth satellites on spaced receivers. Observations show that the irregularities are distributed in patches which extend the order of 1000 km horizontally and are confined to the height range from 300 to 600 km above the ground vertically. It is shown that the irregularities responsible for the scintillation are highly elongated along the magnetic lines of force, and limits for the size of the irregularities in the pattern over the ground are given. Signals from radio star sources and satellites are regularly used for studying ionospheric irregularities. Amplitude and phase deviations can be imposed on the signals from these sources as they traverse the ionosphere. A parameter frequently used to describe the magnitude of this scintillation effect is scintillation index. An experiment was designed to correlate various methods of making scintillation measurements; observations were made at 40 MHz using the ionospheric beacon, S-66. It is shown that when the law of the receiver detector is known, a conversion method allows comparison of data and statistics on scintillation index. A simplified method of scaling scintillation index is described. The accuracy of the simplified method is determined by a comparison with measurements of scintillation index by machine computation.
