"Traffic engineers have discussed the controversial subject of allowing drivers to make a right-turn-on-red (R.T.O.R.) for many years. There have been many strong points given for and against allowing this movement. Within this paper R.T.O.R. is discussed and conclusions are drawn for a research of literature and questionnaire survey. Questionnaires were sent to ninety-three cities and all fifty states. Many valuable unwritten facts and opinions were received from the seventy city and thirty-six state traffic engineers that completed and returned the questionnaires. It was determined that 63.8% of the states replying and 64.3% of the cities are presently utilizing R.T.O.R. Since 1967, R.T.O.R. has been implemented by 47.8% of the states and 31.1% of the cities who indicated they are presently using it. Traffic engineers seem to agree that nonuniformity in signing, warrants, and regulations are the main problems which hinder the effectiveness and acceptance of R.T.O.R. R.T.O.R. is a valuable traffic tool that is rapidly being accepted by drivers, pedestrians, and traffic engineers. The determination of the level-of-service (LOS) at signalized intersections is an important activity for decision-making in the allocation of resources for managing public roads, estimating the impact of new developments, and designing signal timing plans. There is a need to develop models of right-turn-on-red (RTOR) volume to permit users of the Highway Capacity Manual methodology to estimate the RTOR rather than rely on collection of field data, which often does not include RTOR as a separate quantity. It is common practice in most Canadian provinces to permit right turns on red at signalized intersections. At intersections with a high volume of pedestrian traffic, the opportunity to turn right on red may be critical to satisfy right turn demand. However, in order to properly time the traffic control signal display at a signalized intersection, the saturation flow rates for each lane or lane group of the intersection must be known. Six signalized intersections were studied in Kingston, Ontario, where saturation flow rates for right turns were measured as a function of conflicting through traffic. From these measurements, estimations of the gap size required for a right turn movement were made. A regression analysis resulted in the production of a simple equation for estimating right turn on red saturation flow rates. It was found that the gap acceptance behaviour of drivers varied both spatially and temporally.

Right-turn-on-a-red traffic signal (RTOR) is a practice which has gained wider acceptance and use by the states in the last few years. However, there is still disagreement on whether, where, and how RTOR should be implemented. The Commonwealth of Virginia implemented the sign permissive or "eastern" rule permitting right turns on red traffic signals where designated by sign in 1972. In 1975, as a result of the growing national trend toward employing the general permissive or "western" rule (right turn on red permitted except where prohibited by sign) and in the interests of motor fuel economy, the Virginia General Assembly directed the Department of Highways and Transportation and the Highway Safety Division to study right turn on red (RTOR) to determine whether Virginia's sign permissive law "should be retained, rescinded, or amended." The scope of this study included a survey of the literature, a survey questionnaire of Virginia traffic engineers, a telephone survey of traffic engineers in other states, field studies of vehicle delay times and traffic conflicts at 20 selected intersections in Virginia and North Carolina, and an analysis of traffic crashes at 20 intersections in Virginia before and after RTOR was permitted. The results of this study reveal that right turn on red signals can enable motorists to effect substantial savings in time and concomitant savings in gasoline by reducing the vehicle idling time at intersections. The average saving for right turning delayed vehicles was found to be 14 seconds. Since the general permissive rule for RTOR allows the maneuver at a greater percentage of approach legs than does the sign permissive rule, time and energy savings have been estimated to be greater statewide under the general permissive rule. Estimated savings in gasoline under the general permissive rule would be over three million gallons annually. No significant increase in traffic crashes was found in Virginia and no increase would be expected with the general permissive rule, as none has been experienced in any other state with either the general permissive or the sign permissive rule. Moreover, study data reveal that traffic conflicts and thereby crash potential are actually reduced under RTOR, and that crashes which do occur because of RTOR are generally not severe. When the total impact of RTOR was considered, the evidence was found to support the recommendation that Virginia implement the general permissive rule for right turn on red.
