The majority of the foreign population in Latvia is Russian ethnic origin. During the Soviet era, these Soviet citizens particular Russian ethnics had settled as internal migrants. It was only after the collapse of the Soviet Union, they changed their status to be the "international migrants." My first travel to Latvia was in 2005, I was unexpected to see one country two standards. At that time, I realized that in order to understand the atmosphere between Russian and Latvian ethnics, there was a need to learn from daily news, life information, religions, cultures and languages of these two cultures. It is also useful to study in as parallel. According to the Council of Europe the Parliamentary Assembly working Papers of 2008 indicated that there are 432,896 people were non-citizens or without any citizenship at all. Although the structure of USSR was disappeared for many decades, however, the shadow of this structure is still influenced the atmosphere of Russia and its neighbor countries.

In the wake of Russia’s annexation of Crimea, this volume examines the relationship Russia has with its so-called ‘compatriots abroad’. Based on research from Belarus, Estonia, Kazakhstan, Latvia and Ukraine, the authors examine complex relationships between these individuals, their home states, and the Russian Federation. Russia stands out globally as a leading sponsor of kin-state nationalism, vociferously claiming to defend the interests of its so-called diaspora, especially the tens of millions of ethnic Russians and Russian speakers who reside in the countries that were once part of the Soviet Union. However, this volume shifts focus away from the assertive diaspora politics of the Russian state, towards the actual groups of Russian speakers in the post-Soviet space themselves. In a series of empirically grounded studies, the authors examine complex relationships between ‘Russians’, their home-states and the Russian Federation. Using evidence from Belarus, Estonia, Kazakhstan, Latvia, and Ukraine, the findings demonstrate multifaceted levels of belonging and estrangement with spaces associated with Russia and the new, independent states in which Russian speakers live. The Baltic States are unique in being the only member-states of the EU to have fought to regain their sovereignty from the Soviet Union, only then to cede it to Brussels in certain key areas. Similarly, no member-states have had to struggle as hard as Estonia, Latvia and Lithuania to preserve their identity after fifty years of Soviet nationality policy in the face of sub-state and supra-state challenges. The post-communist experience of the Baltic States thus allows us to examine debates about identity as a source of political power; the conditioning and constraining influence of identity discourses on social, political and economic change; and the orientation and outcome of their external relations. The International Law Commission, when drafting articles on nationality of persons in situations of State succession, omitted cases of unlawful territorial changes. These do not result in State succession; they may be dealt with under the rubric of State continuity. The Baltic – Russian cases show the particularly complex nature of these situations, both as concerns agreement on continuity and decisions on nationality. The author examines in detail the Citizenship Laws of the Baltic States and Russia, as well as relevant constitutional and international statements about the international legal status of the States and responses of the international community thereto. The main question addressed in the book is about solutions which States have to adopt concerning nationality of individuals in situations of State continuity, especially where States re-emerge after long years of occupation. Although the book is specific in its origin, it is of general importance because it draws conclusions concerning developments in law and practice which are relevant for a better understanding and regulation of nationality and statehood in international law.
