Excerpt from A Survey of Educational Institutions of the State of Washington Sir: I am transmitting herewith for publication as a bulletin of the Bureau of Education the report of a survey of education in the State of Washington, made under my direction at the request of the Commission of Educational Survey created by the legislature of the State, as set forth in the introduction to this report. The survey includes the State institutions of higher education, the University of Washington at Seattle, the State College of Washington at Pullman, and the three normal schools at Cheney, Ellensburg, and Bellingham, and such a study of the elementary and secondary schools of the State and of the preparation of teachers in these schools as was necessary to an intelligent consideration of the functions and stand ards of the higher schools. This survey was made by Dr. S. P. Capen, specialist in higher education; Harold W. Foght, specialist in school practice; and Alex ander Inglis, assistant professor of education, Harvard University. Excerpt from Survey of the Schools of Caddo Parish: With Special Reference to the City of Shreveport, L. A., Made by the United States Bureau of Education, Washington, D. C., April 12, 1922 Dr. Jno. J. Tigert, National Commissioner of Education, was requested by the Caddo Parish School Board to provide for a complete survey of the public schools of Caddo. Dr. Tigert accepted the invitation and placed Dr. W. S. Deffenbaugh of his department at the head of the survey commission, and he associated with Dr. Deffenbaugh Dr. Thos. A. Alexander and Dr. F. B. Dresslar of George Peobody College and Mr. C. A. Ives, high school inspector of Louisiana. I beg to submit in the following pages the findings and recommendations of the commission. I am prompted to publish the report of the commission for the reasons: 1. The investigations were made by men of exceptionable ability whose findings can be taken at face value and whose recommendations can be adopted with safety. 2. The commission's attitude toward the work in hand was fair and sympathetic. It sought and found the truth, but it made no attempt to color the truth to the discredit of officials and teachers. It praised and criticised with the evident purpose of advancing the educational interests of the parish. 3. The schools of Caddo are about like the other public schools of Louisiana. They are probably no better and no worse than those of the other parishes. The report of the commission will, therefore, give the public outside of Louisiana a fair notion of our public school status, and it will bring forcefully to the attention of the public in Louisiana a rather adequate appraisal of the value of our educational efforts as well as to point the way to future efforts. I wish here to give expression to my grateful appreciation to the commission for a very excellent piece of constructive work. Excerpt from Study of Local School Units in North Carolina: By the State Department of Public Instruction in Cooperation With the United States Office of Education, Washington, D. C The purpose of the survey in North Carolina was: (1) to trace the historical growth and development of public education in the State from the local standpoint; (2) to determine the status of present educational opportunities; and (3) to offer suggestions and recommendations for the reorganization and improvement of existing facilities. A wealth of material bearing on the total school situation of the State has been collected; and statistical tables and spot maps, showing schools and school population have been prepared for a majority of the coun ties of the State. It is regretted that the Survey had to be brought to a close before all counties were completed. Much of the material assembled, especially that bearing upon local school situations, could not be printed in this report. There is presented, however, brief statements and statistical tables concerning the public schools of the State as a whole, and recommendations for their improve ment. As representative of the present local status of schools, spot maps and descriptive expositions are given for several counties. Material of this kind will be made available to local school authorities for the other counties covered by this Survey.
