A postal questionnaire was sent to 5000 randomly selected individuals from the New Zealand Electoral Roll in order to ascertain attitudes toward youth offenders and responses to offending. Responses considered included rehabilitation, punishment, community protection and restorative justice. Participants were also asked to indicate which community-based interventions for youth offenders they supported, and whether they believed there is an age before which it is too late to help an offender. Demographic information was also gathered to examine the influence of participant demographic characteristics. The questionnaire consisted of 24 questions including ranked preferences, Likert Scales and free response answers, and could be completed either by return prepaid envelope or online. From 5000 invitations, 832 completed responses were received. Key findings included that restorative justice and rehabilitation approaches to managing youth offenders were preferred to community protection and punishment. People who had been the victim of a crime were significantly less likely to choose punishment as the main approach than those who had not been the victim of a crime, and just as likely as non-victims to choose rehabilitation as the main emphasis. The majority of people did not believe there is an age beyond which it is too late to help a youth offender. The study’s strengths and limitations are also discussed, alongside implications of the research and directions for future research.
