The monograph begins with a separate examination of ethical and military theory. The criteria used as a basis for discussion throughout the monograph are proportionality and discrimination. These criteria affect both ethical and military theory and began with the search for limits on warfare. Next, a review of American tactical decision making doctrine demonstrates this doctrine includes ethical principles. The discussion ends with a hypothetical case study, based upon letters to the author from Gulf War participants, that illustrates the link between ethical principles and tactical decision making. The implications drawn from the monograph indicate that these doctrinal requirements may not be well understood within and without the Army.

Many people believe that the violent and disruptive nature of war makes a military ethic impossible. The authors of this book, originally published in 1986 however, develop an ethical system that aims to control the military monster at least to some degree, rather than one that preaches to it idealistically – with little or no effect.
