e develop a toolkit to assess the consistency between real sector and financial sector forecasts. The toolkit draws upon empirical regularities on real sector and financial sector outcomes for 182 economies from 1980 to 2015. We show that credit growth is positively correlated with real sector performance, in particular when credit growth is unusually high or low. However, the relationship between credit growth and inflation is weak. These results hold for different country groups, including advanced economies, emerging markets and low-income countries. Combining credit growth with other variables such as house prices and the output gap helps to understand real sector outcomes. But including the financial account balance does not make a difference.

This paper presents a model-based fiscal Taylor rule and a toolkit to assess the fiscal stance, defined as the change in the structural primary balance. This is built on the normative buffer-stock model of the government (Fournier, 2019) which includes key channels like hysteresis, cycle-dependent multipliers and a risk premium. A simple fiscal Taylor rule prescribes the fiscal stance as a function of past government debt, past output gap and the past structural primary balance. Applications suggest several advanced economies could have better managed their fiscal stance over the last 20 years. Simulations provide fiscal stance recommendations over the medium-term.

Myopia represents an important public health issue in the 21st century, affecting an estimated 2.6 billion people in 2020. In the context of the Be He@lthy Be Mobile initiative, the World Health Organization and the International Telecommunication Union have developed the MyopiaEd initiative. The initiative aims to support policy- and decision-makers and implementers to develop, implement and monitor large scale mHealth initiatives targeting (i) improving awareness and health literacy of the importance of regular eye examinations and spectacle compliance amongst children and adults, and (ii) supporting behaviour change that contributes to delay the age of onset, and slow the progression of myopia, the two main predictors of developing high degrees of myopia (and its associated complications) in later life. This toolkit includes evidence-based message libraries for a range of population end-user groups, along with operational guidance and resources to support implementation of the initiative.
