Electrical power on military installations is vital for mission accomplishment. Most installations obtain electrical power from a local commercial utility. Although commercial power service has a very low interruption rate, the threat of a sustained power outage resulting from a terrorist act or a natural disaster is of concern. The military should posture itself to prevent such power outages and prepare to mitigate the adverse affects associated with the loss of power. This thesis presents a Value Focused Thinking approach to the development of a decision analysis model to assist a decision maker at a military installation in the generation and selection of back-up energy alternatives. The model attempts to capture the value to be gained by implementing back-up power systems which utilize fossil fuel powered generators in combination with renewable energy resources and assist the decision maker in selecting an alternative which best suits the needs of the installation. The thesis also includes a case study involving the application of this model to the United States Marine Corps installation in Twentynine Palms, California.

The Department of Defense's utility systems have suffered from under- funding and lack of technology investment, thereby creating a service gap between these DoD systems and systems operated by commercial providers. In order to overcome this gap and refurbish their systems, the DoD has focused its efforts on privatization of these systems. The utilities privatization decision is extremely vital and permanent and thus warrants backup source selection methodologies. Since awarding contracts in the utilities privatization arena requires a decision considering tradeoffs between multiple competing objectives, a value-focused thinking approach was used to create a structured, standardized value model taking into account the values of the United States Air Force with regard to utilities privatization. This model was then used to evaluate a set of randomly generated contractor proposals for leasing an Air Force owned electrical system and perform deterministic and sensitivity analysis on the recommended decision generated by the model. The results of this research provide a quantitative, objective, reliable, and defendable tool for a utilities privatization source selection decision. The value model is generic enough for evaluating the source selection decision of any utility system, but is able to accommodate changes in guidance, decision makers, and other factors.

The current state of the energy grid in the United States is a threat not only to energy production and way of life but also to our national security. Currently the energy infrastructure is extremely vulnerable, not resilient, and susceptible to a host of physical and cyber attacks. In the event of a major attack against the United States, the energy grid would be a vulnerable and important target that might cripple our military capacity to project forces. In addition to the threat that is posed by a fragile energy grid, the military is also under pressure from the senior decision and policy makers to use more renewable energy. With more than 30 presidential mandates having been imposed on the Army, significant funding cuts, and a strategic objective to have secure and reliable energy from renewable sources, the Army must have a defensible and transparent investment strategy and a means to assess economic and non-economic value of energy investments. Unfortunately, there are insufficient funds for resourcing renewable energy projects focused solely on energy security. This study attempts to use multi objective decision analysis and data envelopment analysis to evaluate value as a function of life cycle costs of different energy security measures and renewable energy for military installations. We used a portfolio approach in an effort to capture both the true costs and to develop technology feasible alternatives. This study will propose methods, processes, and tools for the decision makers to compare the portfolios' value and cost effectiveness. This paper will culminate in a demonstration of the methodology to illustrate its' utility.
