Motivated by the establishment of major U.S. Federal programs seeking to harness the potential of regional innovation ecosystems, we assess the promise and challenges of place-based innovation policy interventions. Relative to traditional research grants, place-based innovation policy interventions are not directed toward a specific research project but rather aim to reshape interactions among researchers and other stakeholders within a given geographic location. The most recent such policy - the NSF "Engines" program - is designed to enhance the productivity and impact of the investments made within a given regional innovation ecosystem. The impact of such an intervention depends on whether, in its implementation, it induces change in the behavior of individuals and the ways in which knowledge is distributed and translated within that ecosystem. While this logic is straightforward, from it follows an important insight: innovation ecosystem interventions - Engines -- are more likely to succeed when they account for the current state of a given regional ecosystem (latent capacities, current bottlenecks, and economic and institutional constraints) and when they involve extended commitments by multiple stakeholders within that ecosystem. We synthesize the logic, key dependencies, and opportunities for real-time assessment and course correction for these place-based innovation policy interventions.

This book uses a paradigmatic approach to augment the innovation ecosystem model of innovation that integrates beliefs and learning into the innovation ecosystems model. It therefore includes ten case studies from the U.S., Europe and Asia, detailing how innovation is created across continents and different ecosystems and what are the critical lessons to be learned. It does this, effectively, at five different levels of analysis i.e. the individual innovator / entrepreneur level, the organization level (government agency or company), the regional ecosystem level, the nation-state level and the global - systemic or international level. Each level of analysis, reveals unique features of the innovation landscape and the ten case studies allow the reader to assess when and where specific "enablers" are facilitating innovation especially on a revolutionary scale. The need for the book came from the realization that despite the billions of dollars spent on various research programs over the past 20 years (especially in the public sector), there have been few clear and tangible efforts directed at exploring how innovation production increasingly occurs and the critical factors necessary to sustain large-scale, revolutionary change as the future unfolds. Thus, a primary theme of the book is that understanding how research results translate into market innovation and implementation, especially understanding the nature of revolutionary innovation, is as important as the creation of innovations themselves. While the focus of the book is on Transportation, the concepts and recommendations presented apply to other fields too. According to the African Union’s strategy, Science, Technology, and Innovation (STI) are to play a central role in accelerating Africa’s transition to an innovation-led, knowledge-based economy. Member countries are to build and upgrade research infrastructures, enhance professional and technical competencies, promote entrepreneurship and innovation, and generally provide an enabling environment for STI. Over the last ten years, innovation-driven ecosystems have emerged in numerous African cities, often developing around tech hubs and incubators. Using an analytical framework developed at MIT, this thesis assesses the innovation-driven ecosystems of Accra, Ghana; Nairobi, Kenya; and Freetown, Sierra Leone. It then explores if Research and Technology Organizations (RTOs) could be introduced as innovation intermediaries in the context of nascent African innovation ecosystems. RTOs are a category of organizations present in many high- and middle-income countries whose mission is to harness science and technology in the service of innovation. It concludes by suggesting a new model of RTO for North-South Cooperation, linking emerging ecosystems in the Global South, such as those found in Accra, Nairobi, and Freetown, with established ones in the Global North.

Silicon Valley is known the world over as an epicenter of technology innovation. As such it is frequently analyzed, compared, and imitated. Accelerators, short-term incubators that foster technology startups, attempt to appropriate many elements of Silicon Valley and apply them in different global contexts. They bring together cohorts of technology startups in various global locations to help them develop their teams and products and learn from and connect with others in the ecosystem in a limited-duration “bootcamp.” Since the initial one was created in 2005, accelerators have expanded rapidly into all corners of the globe with the promise of providing the necessary soft infrastructure for creating technology startups and fostering an ecosystem. But can this ideal type of Silicon Valley be appropriated through emulating its environments, culture, and practices? To explore this, I conducted an in-depth qualitative study of startup accelerators situated in different locations globally. Much of this research was conducted in situ through ethnographic fieldwork over the several-month courses of accelerator programs in Singapore and Buenos Aires, providing a rich view into the day-to-day workings of these accelerators. This was complemented by foundational research through interviews in Silicon Valley and abroad with a variety of accelerator participants and personnel globally. This research presents a framework of Silicon Valley as a model ecosystem, consisting of nine major components. It demonstrates the ways in which accelerators attempt to appropriate this model and the isomorphic mechanisms that play a role in this. At the team level, it investigates issues that arise for founders participating in the startup culture of accelerators in different global contexts. And at the practice level, it examines the surprising roles of Lean Startup methods and of pitching in both innovation and social transformation. This work highlights the interplay of innovation and legitimacy for these accelerators and startups and shows how accelerators are shaping the flow of innovation globally by spreading a model that prioritizes diffusion of innovation at the front end of the process. This has implications for the development of accelerators and innovation ecosystems at the global and local levels.

There has recently been a dramatic increase in demand for healthcare innovation. In this thesis we present a framework for analyzing a digital health innovation ecosystem in the US. Our framework consists of four key activities: innovation generation, entrepreneurial team formation, early company incubation, and validation of the core innovation. Throughout the paper we analyze the existing literature around innovation in order to motivate the design of the framework. The framework is applied to three key innovation ecosystems in the US; Silicon Valley, Boston, and New York as a way to illustrate how this tool can be used to analyze digital health ecosystems in order to understand what key areas exist for improvement. We end the thesis with a discussion of the various programmatic ideas that might be used to bolster each category as well as a discussion of adapting this type of ecosystem development to the natural capacity of a region.

This book offers a comprehensive overview of the dynamics underpinning the successful performance of local innovation systems (LIS), that is, spatial concentration of innovation activities in specific geographical areas, characterized by the synergetic co-localization of research centers, innovation-driven enterprises, large corporations and capital providers. The reader will gain a deeper knowledge of LIS theory and learn about the theoretical and empirical challenges of studying the LIS from a relational perspective. The book also provides an analytical framework to explore the level of connectivity among LIS actors through the use of social network analysis (network architecture) and second, to assess the variety of different types of relationships that local actors put in place to produce innovation within the LIS (network portfolio). More specifically, this book explores which network configuration is associated with a successful LIS by deriving evidence from the empirical study of the biopharma LIS in the Greater Boston Area (GBA), which has been exemplified as a benchmark case in terms of successful LIS performance. This book also contributes to the theoretical debate about the optimal configuration of network structure (e.g. network closure vs. network openness). In capturing the heterogeneous nature of the LIS demography, it addresses the challenges brought about by the adoption of a holistic approach. Finally, the study provides insights into the network portfolio composition, which has been underexplored by extant literature. Besides addressing the scientific community in the field, this book will also be a valuable resource with practical implications for policymakers and those actors willing to undertake an active role in the development of an LIS in their own regions.
