Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.

Species of Polylepis are shrubs or trees native to the mid- and high-elevation tropical Andes. Some species of Polylepis form woodlands growing well above normal treeline within grass and scrub associations at elevations over 5000 m. Consequently, Polylepis appears to be the highest natural occurring arborescent angiosperm genus in the world. The physiological basis allowing such high altitude growth is not understood, but evidence indicates that woodlands at these elevations are restricted to microsites where ecological conditions are similar to those of lower altitudes. The genus is distinct from other rosaceous members of the tribe Sanguisorbeae and is interpreted here as consisting of three species groups that appear to have spread independently north and south along the Andean chain. Because of the patchy distributions of populations and disturbances by man, species are often polytopic. As a result, numerous forms have been described as distinct taxa in the past. In addition, hybridization appears to occur between species making circumscription of some taxa difficult. In this revision, evidence from studies of gross morphology, leaflet anatomy, pollen morphology, and field observations of the autecology of various populations were used to ascertain the number of species within the genus and their relationships to one another. Data from these sources indicate that Polylepis should be considered as consisting of 15 species, one of which is first described in this treatment. A key for the identification of the species is provided. Each species is illustrated, discussed, and its modern distribution mapped.

Biodiversity, sometimes simply understood as "diversity of species", is a specific quality of life on our planet, the dimensions and importance of which have just lately been fully realized. Today we know that "biological diversity is a global asset of incalculable value to present and future generations" (Kofi Annan). Biodiversity is spread unequally over the world: in fact, the main share of biological resources worldwide is harboured predominantly by the so-called developing countries in the tropics and sub tropics. Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.
