Improved knowledge of the Earth's gravity field was obtained from new and improved satellite measurements such as satellite to satellite tracking and gradiometry. This improvement was examined by estimating the accuracy of the determination of mean anomalies and mean undulations in various size blocks based on an assumed mission. In this report the accuracy is considered through a commission error due to measurement noise propagation and a truncation error due to unobservable higher degree terms in the geopotential. To do this the spectrum of the measurement was related to the spectrum of the disturbing potential of the Earth's gravity field. Equations were derived for a low-low (radial or horizontal separation) mission and a gradiometer mission. For a low-low mission of six month's duration, at an altitude of 160 km, with a data noise of plus or minus 1 micrometers sec for a four second integration time, we would expect to determine 1 deg x 1 deg mean anomalies to an accuracy of plus or minus 2.3 mgals and 1 deg x 1 deg mean geoid undulations to plus or minus 4.3 cm. For the past three decades, it has been possible to measure the earth's static gravity from satellites. Such measurements have been used to address many important scientific problems, including the earth's internal structure, and geologically slow processes like mantle convection. In principle, it is possible to resolve the time-varying component of the gravity field by improving the accuracy of satellite gravity measurements. These temporal variations are caused by dynamic processes that change the mass distribution in the earth, oceans, and atmosphere. Acquisition of improved time-varying gravity data would open a new class of important scientific problems to analysis, including crustal motions associated with earthquakes and changes in groundwater levels, ice dynamics, sea-level changes, and atmospheric and oceanic circulation patterns. This book evaluates the potential for using satellite technologies to measure the time-varying component of the gravity field and assess the utility of these data for addressing problems of interest to the earth sciences, natural hazards, and resource communities.

The point mass technique, which supplements a spherical harmonic expansion of the potential, allows short wavelength detail to be added to previously computed long wavelength geoidal features without distorting the latter. Recently, the AFGL short-arc approach to satellite altimetry has been modified to allow point mass adjustments. GEOS-3 altimeter residuals in the North Atlantic region were obtained from a first adjustment in terms of spherical harmonics and state vector parameters. A subsequent point mass adjustment was performed on these residuals to obtain the short wavelength geoid and gravity anomalies. Advantages of the point mass model stem from a flexible deployment of the new parameters (point mass magnitudes) in an area of interest that permits important computer savings when processing large amounts of satellite data in a local region.
