O presente estudo sobre o acesso à habitação e os problemas residenciais dos imigrantes em Portugal inclui cinco capítulos e a conclusão, apresentando os três primeiros uma visão global da realidade do país nos domínios da imigração e da habitação e, os dois últimos, abordagens de carácter regional e local. No que diz respeito ao conteúdo dos capítulos dedicados a todo o país, o primeiro, descreve o processo imigratório e as caraterísticas básicas dos imigrantes em Portugal, realçando os elementos essenciais ao melhor entendimento das suas necessidades no domínio da habitação e as restrições enfrentadas no seu acesso. No segundo capítulo, faz-se uma análise extensiva da política de habitação em Portugal e, num subcapítulo, analisa-se de forma sintética o cruzamento entre as políticas de habitação e as de integração de imigrantes, com base em alguns instrumentoschave, designadamente o Plano Estratégico de Habitação e os dois Planos de Integração de Imigrantes (2007-2010 e 2010-2013, atualmente em vigor). Por último, no terceiro capítulo, carateriza-se a situação habitacional dos imigrantes em Portugal considerando-se três aspetos básicos – os regimes de propriedade, as condições habitacionais e o acesso à habitação, conferindo uma análise particular à questão da discriminação. Adicionalmente, são apresentados vários elementos qualitativos recolhidos em entrevistas com diferentes agentes envolvidos no setor da habitação (Instituto da Habitação e Reabilitação Urbana – IHRU, bancos comerciais, organizações de imigrantes e associações de proprietários), tendo como objetivo uma melhor compreensão da situação dos imigrantes neste domínio, assim como das políticas e estratégias adotadas. No quarto capítulo, dedicado à análise da situação nas regiões onde a presença de imigrantes tem maior impacte, a situação habitacional dos imigrantes na Área Metropolitana de Lisboa (AML), Algarve e Área Metropolitana do Porto (AMP) é descrita e analisada com maior detalhe, recorrendo-se, no processo interpretativo, a várias referências às políticas e aos mecanismos gerais de funcionamento do mercado habitacional, que depois se repercutem, de forma mais ou menos específica, ao nível regional. De algum modo, o capítulo 5 funciona como uma extensão da análise imediatamente anterior, centrando-se em dois casos de estudo (municípios de Cascais e Seixal) que pretendem detalhar as problemáticas e refletir sobre as respostas específicas atualmente em curso e os desafios que a elas se colocam. Por último, encerra-se o estudo com a habitual síntese conclusiva, a que se juntam algumas sugestões que visam contribuir para a implementação de políticas mais informadas.

In light of the increase in cross-border mobility and the recent political climate surrounding immigration-related issues, understanding the politics and policies of immigrants’ access to welfare programs is more relevant than ever. Systematic analysis of this subject has been held back, however, by the lack of a cross-national index of immigrant exclusion from social benefits over time. The Exclusion of Immigrants from Welfare Programs fills this gap by taking advantage of a novel and original measure called the Immigrant Exclusion from Social Programs Index (IESPI), which includes twenty-five indicators regarding immigrants’ access to seven different social programs, for twenty-two countries, at four moments in time. The book includes an assessment of key trends, an investigation of the origins and consequences of variation, and four detailed country case studies of particular theoretical interest: Norway, Austria, Portugal, and the United States. Presenting a cross-national index to facilitate and encourage systematic cross-country comparisons, this book provides insights and data that will allow researchers to probe such questions as the degree to which countries include or exclude immigrants in developing public policies, why some countries are more exclusionary than others, and what the future consequences of this exclusion might be.
