Em outubro de 2018, o Brasil celebrou o trigésimo aniversário de vigência da Constituição Federal de 1988, conquista lembrada e debatida em meios acadêmicos, organizações sociais e na ampla mídia. Um observador distraído poderia indagar acerca da razão de se comemorar esse marco cronológico, afinal, não são as Constituições normas que disciplinam a estrutura jurídico-institucional e os objetivos de uma comunidade política, garantindo-lhe estabilidade, previsibilidade e continuidade? O que haveria, então, de tão especial nos 30 anos da Constituição? A indagação não seria de todo incoerente e nos força a elaborar os porquês... Pensando neles emerge, inicialmente, a semântica social, política e jurídica que tal documento encerra: assumindo um olhar retrospectivo, o expressivo codinome Constituição Cidadã pelo qual é corriqueiramente evocado, faz rememorar a difícil relação do país com a democracia, não só das formas político-representativas, mas principalmente das relações sociais. Peace and War by Raymond Aron is one of the greatest books ever written on international relations. Aron's starting point is the state of nature that exists between nations, a condition that differs essentially from the civil state that holds within political communities. Ever keeping this brute fact about the life of nations in mind and ranging widely over political history and many disciplines, Aron develops the essential analytical tools to enable us to think clearly about the stakes and possibilities of international relations.
