Buku ini tidak secara khusus memotret dinamika dan hiruk pikuk Pemilu 2019, akan tetapi lebih mencoba untuk membahas secara mendalam sisi substansi dari keserentakan pemilu untuk menjawab obsesi Indonesia dalam rekayasa pemilu yang mengasumsikan dengan keserentakan pemilu akan banyak terjadi perubahan, termasuk perubahan peta politik yang diasumsikan berbeda hasil pemilunya antara pemilu yang diserentakkan dan pemilu yang terpisah. Buku ini ingin membedah asumsiasumsi teoretis bahwa keserentakan pemilu dapat memperkuat sistem presidensial di satu sisi, dan menyederhanakan partai politik di sisi lain. Selain itu, pemilu serentak juga diharapkan membawa dampak yang lebih maju bagi pemilih karena keserentakan pemilu akan mendorong pemilih yang cerdas secara politik. Analisa terhadap teori, sistem dan praktik pemilu, baik pada pemilu presiden/wakil presiden maupun pemilu legislatif (DPR, DPRD dan DPD) menunjukkan sejumlah distorsi dan problematik dari sisi sistem dan bekerjanya sistem pada semua sistem pemilu, baik pada sistem pemilu presiden maupun sistem pemilu legislatif. Selain itu, buku ini juga mencoba membandingkan hasil pemilu serentak dengan pemilu terpisah (Pemilu 2014) dengan tujuan agar para pembuat kebijakan kepemiluan di Indonesia tidak terjebak pada simplifikasi asumsi, dan menjadikan praktik Pemilu 2019 sebagai pembelajaran (benchmarking) bersama dalam menyusun desain keserentakan pemilu di masa akan datang. Tujuannya untuk menghindari distorsi dari keserentakan pemilu yang didesain secara asal-asalan sehingga dalam praktiknya justru akan menimbulkan problematik dan tidak bisa mencapai harapan yang diinginkan.

Dengan membaca dinamika karakter intelijen pada tiga periode tersebut, diharapkan pembaca akan mendapatkan pandangan yang komprehensif mengenai dinamika intelijen dengan kekuasaan di era Orde Baru. Buku ini dimaksudkan sebagai suatu tinjauan ilmiah untuk memperkaya diskursus akademik intelijen di Indonesia, dan juga sebagai medium evaluasi agar kesalahan serupa tidak terulang lagi di masa depan. Setidaknya terdapat dua pembelajaran penting dari kajian ini, pertama, penggunaan intelijen untuk ambisi pelanggengan rezim tidak selamanya menghasilkan keluaran positif bagi kekuasaan itu sendiri. How do politicians win elected office in Indonesia? To find out, research teams fanned out across the country prior to Indonesia’s 2014 legislative election to record campaign events, interview candidates and canvassers, and observe their interactions with voters.
