"Hoekman and Javorcik focus on policies facilitating firm adjustment to globalization. They briefly review the effects of trade and investment liberalization on firms, focusing on within-industry effects. They postulate that governments' role in supporting the process is to (1) ensure that firms face "right" incentives to adjust, and (2) intervene in areas where market failures are present. Their main message is that while many policies could be adopted to address market failures, they need to be carefully designed and implemented in a stable macroeconomic environment. An institutional infrastructure that supports the functioning of modern markets is most important. Proactive support policies of whatever stripe should be subject to cost-benefit analysis, based on the existence of an identified market failure, and monitored for performance and cost effectiveness. Transparency and accountability are critical in ensuring that interventions accomplish their intended objectives rather than being vehicles for rent seeking. This paper addresses the impact of rising international trade exposure on individual earnings profiles in heterogeneous worker-establishment matches. We exploit rich panel data on job biographies of manufacturing workers in Germany, and apply a high-dimensional fixed effects approach to analyze endogenous mobility between plants, industries, and regions in response to trade shocks. Rising import penetration reduces earnings within job spells, and it induces workers to leave the exposed industries. Intra-industry mobility to other firms or regions are far less common adjustments. This induced industry mobility mitigates the adverse impacts of import shocks in the workers' subsequent careers, but their cumulated earnings over a longer time horizon are still negatively affected. By contrast, we find much less evidence for sorting into export-oriented industries, but the earnings gains mostly arise within job spells. These results point at an asymmetry in the individual labour market response to trade shocks: Import shocks trigger substantial "push effects", whereas the "pull effects" of export shocks are weaker.

In August 1999 a forty-six-year-old sheep farmer name José Bové was arrested for dismantling the construction site of a new McDonald's restaurant in the south of France. A few months later Bové built on his fame by smuggling huge chunks of Roquefort cheese into Seattle, where he was among the leaders of the antiglobalization protests against the World Trade Organization summit. Bové's crusade against globalization helped provoke a debate both within France and beyond about the pros and cons of a world in which financial, commercial, human, cultural, and technology flows move faster and more extensively than ever before. As the French struggle to preserve the country's identity, heritage, and distinctiveness, they are nonetheless adapting to a new economy and an interdependent world. This book deals with France's effort to adapt to globalization and its consequences for France's economy, cultural identity, domestic politics, and foreign relations. The authors begin by analyzing the structural transformation of the French economy, driven first by liberalization within the European Union and more recently by globalization. By examining a wide variety of possible measures of globalization and liberalization, the authors conclude that the French economy's adaptation has been far reaching and largely successful, even if French leaders prefer to downplay the extent of these changes in response to political pressures and public opinion. They call this adaptation "globalization by stealth." The authors also examine the relationship between trade, culture, and identity and explain why globalization has rendered the three inseparable.
