The concept of tax compliance is as old as the tax itself, but staying compliant with tax regulations has become increasingly demanding. A changing tax regulatory environment, resulting from regulatory actions of the OECD, the European Union and national governments, poses many problems for tax compliance awareness. This book explores various approaches to improving tax compliance. Starting with the procedures and processes that are at the centre of the debate, it includes the level of tax position security obtained as a result of cooperation between tax administration and an organisation, ending with tax compliance requirements imposed by one-sided action of tax administration. National economies depend on the efficient and uninterrupted movement of trade, which is facilitated by the efficient movement of sea containers through a complex and time-sensitive logistical system. With over 220 million containers shipped each year, the scale of sea container operations is monumental. As a consequence, any changes to the system are likely to have substantive knock-on effects. As the Sea Containers Task Force (SCTF) worked through its mandate and explored various challenges, opportunities and considerations, its members felt that it would be important to present Commission on Phytosanitary Measures (CPM) with these considerations to ensure that any decisions be taken in light of detailed information. Key considerations include: the fact that the type of commodity and the handling and storage of commodities prior to and during packing could influence and result in the contamination of containers; that there was no way to track all stakeholders involved and therefore full accountability or custodianship was missing; that contracting parties may lack the capacity to carry out inspections, given the large volume of container movements involved; and that the costs associated with container inspections would be very high. SCTF considered possible ways forward to address the issue of pest contamination of sea containers and the advantages and disadvantages of each (section 6.2). Possible courses of action include: voluntary measures developed and implemented by industry sectors; developing an IPPC Recommendation; developing an IPPC recommendation and an International Standard for Phytosanitary Measures (ISPM), with the revision of the Recommendation being a first and transitional step towards adoption of ISPM; and developing a new ISPM without updating the existing recommendation. SCTF did not recommend any one course of action over the others.

Real borders can be thick. They are not dimensionless lines as typically assumed in theoretical models and standard empirical analyses, but a zone populated by agencies that develop and administer regulations firms have to comply with when engaging in international trade, many of which have their own procedures. Borders can then easily become a labyrinth hard to get through. This is crucial because border agencies' procedures influence the time needed to ship goods from their origins to their destinations and can thereby affect trade, particularly in a context characterized by increasingly segmented production chains and rising lean retailing. Latin American and Caribbean countries have recently implemented various trade facilitation initiatives that aim to streamline the administrative processing of trade flows and accordingly reduce trading times. These initiatives include risk management, single windows, authorized economic operators, simplified postal exports, and expedited transit arrangements, all of which are cornerstones of the 2013 WTO Agreement on Trade Facilitation and have been subject of multiple international organizations' operations. Despite of being ubiquitous, evidence on the impact of these specific initiatives has been extremely limited. Lack of precise data has been a major obstacle. Out of the Border Labyrinth fills this gap and sheds entirely new light on the trade effects of such trade facilitation measures and the channels thereof. It presents the results of thorough impact evaluations, which have been carried out by applying rigorous methods on unprecedented transaction-level data for several countries in the region. These results reveal that trade actually expanded as a consequence of such facilitation measures and that the primary channel has been shipping frequency. Based on these econometric examinations and careful institutional case studies, Out of the Border Labyrinth systematizes a new line of trade policy research and informs policymaking and assistance activities by international organizations by providing tools that will help design and assess policies in an area that will be very active in upcoming years as countries work towards implementing the multilateral agreement reached in Bali.
