Automated En Route Air Traffic Control (AERA) 3, in a research and development stage at the time of this publication, represents a fundamental change in the roles and responsibilities of human and machine on the ground in air traffic control. In AERA 3, the aircraft separation function is fully automated. Associated with the high degree of automation are a set of risks that must be managed over the life of the project. Risks have been categorized into four areas: technical, operational, programmatic, and transition. This report explains how these risks are being or will be managed through a variety of activities, including the following: a review of concepts and requirements with air traffic controllers, pilots, and industry; development and testing of prototypes of progressively greater levels of functionality and fidelity in the AERA 3 Protocenter and at the FAA Technical Center; Analysis of safety and other areas; and in the implemented system, application if fault-tolerant techniques. Also under consideration are early spin-offs which would provide field evaluation of portions of AERA 3 functionality.
