The professional practice as well as the academic discipline of planning has been fundamentally re-invented all over the world in recent decades. In this astonishing transition, the thinking and scholarship of Patsy Healey appears as a constantly recurring influence and inspiration around the globe. The purpose of this book is to present, discuss and celebrate Healey’s seminal contributions to the development of the theory and practice of spatial planning. The volume contains a selection of 13 less readily available, but nevertheless, key texts by Healey, which have been selected to represent the trajectory of Patsy’s work across the several decades of her research career. 12 original chapters by a wide range of invited contributors take the ideas in the reprinted papers as points of departure for their own work, tracing out their continuing relevance for contemporary and future directions in planning scholarship. In doing so, these chapters tease out the themes and interests in Healey’s work which are still highly relevant to the planning project. The title - Connections - symbolises relationality, possibly the most outstanding element linking Patsy’s ideas. This book examines how property rights are linked to socio-economic progress and development. It also provides a theoretical analysis, an economic/social analysis of planning, case studies of the implementation of planning and regulation instruments, practices related to law and planning, analysis of case laws in a particular segment. The interconnection between property, law and planning is a running theme throughout the book. The land question has been central to South Asian development on two counts: First, although the majority of the population relies on agriculture and allied activities their livelihood, landholding is highly skewed; second, urban planning is facing unprecedented challenges due to bourgeoning property values as well as gush of migrants to cities seeking livelihood. The response to these challenges in the form of laws and policies has been very large compared to the academic attention that is received. However, the measures emerging from planning and policies have had limited impact on the extent of the problems. This paradox calls for serious introspection and academic engagement that this book undertakes. The book further deals with the emerging discipline of planning law, which determines property value and use, and argues that regulatory issues of public policy determine the property valuation and property pricing.

In both countries, France and Germany, there is great pressure to change and adapt towards new forms of urbanity and to conceive new strategic approaches with limited public finance and a need for economic efficiency. Not all types of urban areas are equally affected by these issues. The book aims to do justice to this situation, considering in both cases the context of the national urban systems. As it proved impossible to address all the topics relevant to the spatial development of urban and rural areas, the authors decided to concentrate on a number of important topical themes which are undoubtedly relevant in both countries, albeit in different ways, and which could be significant for a comparison. The focus is thus on issues related to metropolises, small and medium-sized towns and particularly current issues of urbanity, sustainability, Smart Cities, transport and mobility, and the role of cross-border urban development. In dealing with scarce land, planners often need to interact with, and sometimes confront, property right-holders to address complex property rights situations. To reinforce their position in situations of rivalrous land uses, planners can strategically use and combine different policy instruments in addition to standard land use plans.
