Housing affordability is the main policy challenge for many large cities in the world. Zoning changes, rent control, housing vouchers, and tax credits are the main levers employed by policy makers. But how effective are they at combatting the affordability crisis? We build a new framework to evaluate the effect of these policies on the well-being of its citizens. It endogenizes house prices, rents, construction, labor supply, output, income and wealth inequality, as well as the location decisions of households. Its main novel features are risk, risk aversion, and incomplete risk-sharing. We calibrate the model to the New York MSA, incorporating current zoning and affordable housing policies. Housing affordability policies carry substantial insurance value but cause misallocation in labor and housing markets. Housing affordability policies that enhance access to this insurance especially for the neediest households create large net welfare gains.

This book investigates policies for the promotion of housing affordability in the rental sector of attractive cities in Europe. Affordability links the housing situation to the economic situation of households, referring to conditions of access to housing and to the role of housing in determining poverty or wealth. The book examines the current affordability crisis and frames it in the ongoing process of urban restructuring and devolution of welfare. From the perspective of the Foundational Economy, the book calls for a proactive and effective role of public administrations in making the rental sector an affordable and stable alternative to housing financialization and commodification. By intertwining theory construction and real-world data collected through case studies in Milan and Vienna, the book provides an original framework for the analysis of public policies that promote rental affordability in a multi-level setting. Through the analysis, it highlights critical nodes of the different (housing, urban, and social) policy domains at stake in the promotion of rental affordability in attractive cities. The book proposes a shift from the currently dominant supply-side argument to an integrated, intersectoral and multi-scalar policy system for making cities more affordable.

The economic system of competitive capitalism has proven to be both resilient and flexible over time and has contributed to the economic welfare of citizens in liberal and coordinated market economies in diverse regions and countries. At the same time, over the entire post-World War II period, there has been a notable endemic shortage of affordable housing in many advanced economies. This book points at both the causes and the consequences of this circumstance and provides an integrated economic and legal view of how housing production is dependent on housing finance, which, in turn, means that legal conditions and the sovereign state play an active role. Further, the book contributes to the literature from two otherwise partially separated disciplines-housing and urban development studies on the one hand and the institutional centrality of the finance industry in the contemporary economic system on the other. The author asserts that although somewhat assimilated due to the ambitions of policy makers to optimize social and economic welfare for their constituencies, the combining of these two realms of expertise generates many favorable outcomes, but also some costs derived from finance industry instabilities. Despite the conventional wisdom that affordable housing, either in the form of homeownership or through access to rental units, has beneficial effects for households, society, and the economy more broadly, there is a noteworthy lack of empirical studies of housing development and construction companies or building societies that actively work to supply this asset class in the economy. There are several reasons for this condition, including the “thin market” for such business activities. This book offers a case study that includes two Swedish housing development companies that have targeted a market niche for affordable homes that few other companies and market actors are concerned with. One company is part of a major construction company conglomerate which produces prefabricated housing modules to better serve the low-end niche of the housing market. The other company is a municipality-owned housing development company that acts on the basis of market practices and rules but that also on policymakers’ stated ambition to provide affordable homes for the residents in the municipality, the largest municipality in a major Swedish metropolitan area. Taken together, the study of these two companies provides first-hand insights into how the production of affordable homes takes place in a real-world economy. The book is of relevance for a variety of readers, including graduate students, management scholars, policymakers, and management consultants.

Abstract: We develop a new dynamic equilibrium model with heterogeneous households that captures the most important frictions that arise in housing rental markets and explains the political popularity of affordable housing policies. We estimate the model using data collected by the New York Housing Vacancy Survey in 2011. We find that there are significant adjustment costs in all markets as well as serious search frictions in the market for affordable housing. Moreover, there are large queuing frictions in the market for public housing. Having access to rent-stabilized housing increases household welfare by up to $65,000. Increasing the supply of affordable housing by ten percent significantly improves the welfare of all renters in the city. Progressive taxation of higher-income households that live in public housing can also be welfare improving
