This book examines engagements with financial services in contexts of conflict. Using Liberia and the Democratic Republic of the Congo as case studies, it explores informal financial and business strategies and how these shift during conflict. Through a combination of regression analyses and panel data modeling with fixed effects, the project research indicates that conflict has a stronger effect on the nature of demand for credit and savings services than it has on the actual performance of financial institutions. In examining these patterns, the importance of networks and family becomes increasingly important—not just in the ways they are important to us as individuals, but as important determinants of post-war outcomes.

In the course of Africa's economic development several types of money and multiple financial systems have evolved. This book examines the opportunities created by such diversity. The book analyses the supply of commodity money and attempts to apply conventional theories of demand to this type of money; examines the relative efficiency of commodity money and flat money; explains the impact of commodity money on the economy; and it analyses theories of interest and dividend payments on savings and loans in indigenous money and capital markets. The book pays particular attention to the organisation and functioning of the institutions involved in the informal commodity and financial money, capital and insurance markets, as well as the constraints that they face. It also points out the limitations of key non-indigenous financial institutions and compares and contrasts them with indigenous financial entities. In light of those limitations, the inability of the non-indigenous financial system to fully articulate the the indigenous African financial culture and adequately address the financial needs and interests of its clients, the book proposes an alternative Pan African financial system that is pro-poor. The book draws on various studies on the subject matter of money and credit based on research done in Western, Eastern, Central and Southern Africa.

Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.

There is little literature on the development of banking regulation in Nigeria, or the scope of powers of the Central Bank of Nigeria, which is its core banking sector regulator. The critical impetus of this book is to contribute to the literature of this area, with a detailed exploration of the Nigerian regulatory architecture. In addition, the book also engages in a comparative analysis with two emerging economies in Africa: South Africa and Kenya. It also considers the UK and the US as comparator jurisdictions in light of their regulatory responses to the global financial crisis of 2008. This book contributes to the ongoing discourse in this area by exploring, in detail, the theoretical underpinnings of regulation and supervision, to determine whether there is an understanding of what constitutes effective regulation in these jurisdictions. Given that Nigeria is the core jurisdictional focus, a historical account of banking exchanges from the pre-colonial era to more recent times is provided. Offering an understanding of how political, local and economic settings, in conjunction with the theories of regulation, have impacted and influenced regulatory development in Nigeria, the book engages in an examination of Nigeria’s historical experiences with bank failures, including the banking crisis it experienced in 2008. The newly enacted Banks and Other Financial Institutions Act 2020 is also explored as part of this discourse. Through a critical analysis of the law, the book demonstrates that the Nigerian regulator has historically adopted a reactionary strategy, instead of a proactive and pragmatic approach, which is imperative for an effective regulatory regime. The outcome of this analysis is that there are lessons to be learned, and proposals are discussed in order to rethink the act of banking regulation.
