Ruanda ist heutzutage vermutlich eins der bekannteren Länder Afrikas. In den zentralen Blickpunkt der Weltöffentlichkeit trat es 1994 beim Völkermord der Hutu an den Tutsi. Im Vergleich zu seinen meisten Nachbarländern bildet es einen flächenmäßig sehr kleinen Staat, der jedoch dicht bevölkert ist. In den letzten zwanzig Jahren wird die Entwicklung in der Presse häufig als beispielhaft dargestellt. Auch ist es zu einem begehrten Partner für die Entwicklungshilfe geworden. Im Verlauf dieser Hausarbeit soll die Entwicklungshilfe Deutschlands in Ruanda und die Entwicklung Ruandas gezeigt werden. Dabei soll mit einem geschichtlichen Abriss bis zum Völkermord begonnen werden. Daraufhin wird die Entwicklungszusammenarbeit Deutschlands mit Ruanda darstellt. Im drauffolgenden Teil soll die Entwicklung Ruandas, sowohl wirtschaftlich als auch gesellschaftlich, seit 1994 erläutert werden. Abschließend wird ein Fazit, auch in Bezug auf die Wirksamkeit der Deutschen Entwicklungshilfe, gezogen. Die Annahme dabei ist, dass sich eine positive Entwicklung auf die Entwicklungshilfe zurückführen lässt, da diese unmittelbar den Fortschritt fördert. Um hier einen detailreiche Darstellung zu erreichen, wird die Auswertung von Daten, insbesondere der World Bank, im Hauptfokus liegen. Auch der Bezug auf aktuelle Artikel und Berichte soll ein möglichst genaues und umfangreiches Bild zu zeichnen helfen. Damit tritt die Bearbeitung von Sekundärliteratur in den Hintergrund. Zudem kann eine genauere Erläuterung von den grundsätzlichen Begriffen der Entwicklungszusammenarbeit nicht erfolgen, da in dieser Hausarbeit der Fokus auf der praktischen Umsetzung in Ruanda liegt.

Foreign aid has no shortage of critics. Some argue that it undermines development and inherently does more harm than good; others insist that aid must be seriously reformed to work properly. Cash on Delivery (COD) Aid proposes serious reform to make aid work well by forcing accountability, aligning the objectives of funders and recipients, and sharing information about what works. Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently. Cash On Delivery Aid: A New Approach to Foreign Aid explains the approach in detail and investigates its application in one sector: education. More specifically, the authors show how foreign aid agencies could use COD Aid to help developing countries achieve universal primary school education. The example illustrates how to deal with potential challenges of the approach—challenges that are no greater than those of traditional aid—and includes model term sheets for contracts that could be used for any COD Aid agreement.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. The developing world has made progress in reducing hunger since 2000. The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. Due to insufficient data, 2015 GHI scores could not be calculated for places that recently suffered from high levels of hunger, including Burundi, Comoros, Democratic Republic of the Congo, Eritrea, Somalia, South Sudan, and Sudan. 2015 Global Hunger Index Interactive App: http://ghi.ifpri.org
