This volume focuses on a longing projected mostly toward the past (mal d’Afrique) alongside a longing toward the future (afro-optimism), and the different manifestations, shifting meanings, and potential points of contact of these two stances. The volume introduces a new perspective into the discussion of Somalia in Italian Studies. This is an intersectional work of Italian Studies scholarship, whose contributors help re-imagine the field and its relationship to Somalia with their diverse backgrounds, unique insights, and global breadth. The view that Africa regressed the moment that colonial governments left its shores is widespread. This volume is a counterpoint to the orthodoxy. Here 13 scholars with specializations ranging from literature and history to philosophy and economics argue that Africa has advanced since colonialism and is poised to march forward in spite of setbacks and disappointments. The contributors to the book contend that development is about human beings, so they do not rely exclusively on statistical estimates and projections. Afro-Optimism is a book with a simple thesis: Africa is marching forward, even if at times haltingly and at a different pace from the rest of the world. A common view among journalists and academics alike is that African conditions declined the moment colonial governments left its shores. The chapters in this book cover Africa's progress in health, agriculture, transportation, cultural innovation, and economic advancement. The contributors to the book contend that development is about human beings, so they do not rely exclusively on statistical estimates and projections. The essays in this book discuss the advances African states have made in spite of, and at times because of, their experiences of European colonial rule. The contributors argue that in all facets of development, Africans had to overcome colonial obstacles or had to build on meager colonial foundations. Although the authors acknowledge Africa's disappointing performance in various respects, they stress throughout that exclusive concentration on African failures creates new and reinforces existing negative perceptions of contemporary Africa.

This book examines the perception of Africa in the global system, tracing Africa’s transition from a "problem" to be solved into an agent with a rising voice in the world. Mixing Afro-optimism with heavy doses of Afro-reality and Afro-responsibility, this book calls for a new political narrative about Africa that captures the multi-disciplinary dimensions of Africa’s “transition” and critically examining its ramifications. The author discusses the origins of the “Problem” perception held about Africa and explains how things are turning around and how the continent is now becoming a voice to be heard rather than a problem to be solved. Since the end of the Cold War, Africa has witnessed a political rebirth and second liberation as decades of autocracy and dictatorship became gradually replaced by a new wave of democratization and plural political competition. This political rebirth has revived the Afro-optimism that accompanied the independence decade of the 1960s. This optimism, however, co-exists with protracted and deadly conflicts in many parts of the continent - from wars in Rwanda, Democratic Republic of Congo and Somalia, to stalemate in democratic reform in Niger, Guinea and Cameroon, and democratic retraction in Uganda. Additionally, Africa faces many problems including wars, famine, refugees, internal displacement and a host of diseases such as HIV/AIDS. Similarly, despite the adoption of constitutions that guarantee the basic human rights and freedoms by many African states, human rights violations remain rampant throughout the continent's political landscape. Africa needs fresh thinking on its leadership and governance challenges, particularly when it comes to the disconnects between traditional leadership models and governance structures within the modern state. In this open access book, Kofi Anani finds ways forward through the Blended Representation Principle (BRP), which stipulates that power be shared between leaders selected on the basis of Western-democratic ideals and leaders chosen on the basis of traditional African norms and conventions. Drawing on his research and professional experience, Anani shows how incorporating the BRP into African leadership and governance thinking would encourage more voluntary public participation in politics, guarantee transparency and accountability in decision-making, particularly when it comes to the use of public resources, and ultimately encourage more public confidence in leaders. Anani also provides concrete suggestions for how to achieve all this, not through quick fixes, but rather through educational campaigns directed at public officials and through new communities of learning and practice designed to champion the BRP in villages, schools, workplaces, places of worship, and other social organizations. This book is a must-read for all scholars and students of postcolonial governance and leadership, and it is of keen interest to anyone concerned with how Western-style state-making might ultimately find a balance with other, indigenous modes of social organization. In Washington and New York during the 1980s and ’90s, gay black men banded together, using creative expression as a tool to challenge the widespread views that marked them as unworthy of grief.
