Das Leitbild der Nachhaltigkeit hat durch den Post-2015-Agenda-Diskurs neue Aktualität erlangt, nachdem es zuvor verbreitet zu einer Leerformel ohne veränderungswirksamen Gehalt verkürzt und häufig zu einem Epitheton ornans abgewertet worden war. In Regierung und Verwaltung sind das Verständnis und der Umgang mit dem Nachhaltigkeitsprinzip ambivalent: Nachhaltigkeit wird verbreitet nicht als Verpflichtung zu einer nachhaltigkeitsgerechten Politik in den Grenzen der ökologischen Leitplanken verstanden, sondern als Umsetzung eines sehr viel weniger anspruchsvollen Drei-Säulen-Modells, bzw. Drei-Dimensionen-Modells, das dem Sinngehalt der nachhaltigen Entwicklung nicht entspricht, denn es übergeht nicht nur den Paradigmenwechsel als Kernidee sondern ersetzt das Leitbild durch nivellierende Vorstellungen über die Gleichzeitigkeit und Gleichgewichtigkeit des ökonomischen, ökologischen und sozialen Bereichs, in der juristischen Praxis durch eine vermeintlich gerechte Belangabwägung. Die auf der UNO-Ebene initiierte Erarbeitung der Post-2015-Agenda, bzw. Agenda 2030, die im Kern eine zeitaktuelle Konkretisierung des Nachhaltigkeitsgedankens zum Gegenstand hat, ist das umfassendste Vorhaben, das sich die Vereinten Nationen seit der Festlegung jener Ziele gesteckt hat. In der Konferenz der Vereinten Nationen über Nachhaltige Entwicklung (Rio+20) im Juni 2012 wurde mit der Abschlusserklärung „The future we want“ eine erneute Verpflichtung auf das auf den Brundtland-Bericht von 1987 zurückgehende Leitbild der nachhaltigen Entwicklung erreicht. Auch die Post-2015-Agenda soll nach der internationalen Übereinkunft von 2012 die drei Dimensionen der nachhaltigen Entwicklung berücksichtigen und auf eine Entwicklung ausgerichtet sein, die vor allem extreme Armut und Hunger beseitigt, die natürlichen Lebensgrundlagen bewahrt und mit ökologisch verträglichem Wachstum menschenwürdige Beschäftigung und eine angemessene soziale Sicherung schafft. Die Moderatoren der zwischenstaatlichen Verhandlungen über die Post-2015-Agenda haben im Juli 2015 den endgültige Entwurf (final draft) für das Abschlussdokument des UN-Gipfel „Transformation unserer Welt die Agenda 2030 für globale Aktionen“ veröffentlicht, welche 17 neue Nachhaltigkeitsziele mit Unterzielen enthält, die das Leitbild der Nachhaltigkeit konkretisieren sollen. Allerdings ist anzunehmen, dass es sich bei der Liste der Nachhaltigkeitsziele insgesamt um eine konkretisierte Utopie handelt, die sich selbst dann in einen Bereich fernab jeder Realität befände, wenn die Welt in einem im großen Ganzen friedlichen Normalzustand wäre. In Wissenschaft und Politik gehen die Meinungen, wie die Gesellschaft in die Richtung einer nachhaltigen Entwicklung gesteuert werden kann, auseinander. Drei hauptsächliche Steuerungsparadimen konkurrieren miteinander, der ökonomische Steuerungsansatz – Steuerung durch den Markt, der politikwissenschaftliche – Steuerung durch Netzwerke und der juristische – Steuerung durch Recht und Ordnung. In der Praxis dominiert der Letztere. Rechtliche Steuerung ist unumgänglich, denn nachhaltige Entwicklung im globalen und nationalen Kontext kann nicht den Zufälligkeiten und Unwägbarkeiten politischer Programme überlassen sein, zumal die Politik und die politischen Akteure häufig vorrangig unter ökonomischen Aspekten kurzfristig optimale Lösungen zu erreichen suchen, die im Zweifelsfalle nicht oder nicht in erster Linie nachhaltigkeitsgerecht sind. Wenn nachhaltige Entwicklung gelingen soll, ist es unabdingbar erforderlich, nachhaltige Entwicklung über die politisch-programmatische Ebene, über die Deklaration in Programmen und Agenden hinaus, rechtlich wirksam festzuschreiben und in Normen des internationalen und nationalen Rechts zu fixieren. Im Übrigen erfordert das Nachhaltigkeitsprinzip zwingend – was allerdings in der neuen Post-2015-Agenda unterdrückt und in den neuen Nachhaltigkeitszielen nicht zum Ausdruck gebracht wird – einen Nutzungsverzicht in der Gegenwart zur Sicherstellung der zukünftigen Nutzung der Ressourcen. Nachhaltige Entwicklung ist notwendig und unumgänglich, muss aber die Natur und ihre Organisation in allen Aspekten einbeziehen, denn die Menschen werden nur mit einer so verstandenen nachhaltigen Entwicklung überleben können. The Initiation of development of post-2015 agenda, ore Agenda 2030, which is essentially a time-current concretisation of sustainability, is the most comprehensive project, which the United Nations has set itself since the definition of those objectives. In the United Nations Conference on Sustainable Development (Rio+20) in June 2012 with the final declaration "The future we want" a renewed commitment was reached to the vision of sustainable development declining to the Brundtland Report of 1987. The post-2015 agenda should according to the international bargain of 2012 take into account the three dimensions of sustainable development and be geared towards development, especially eliminating extreme poverty and hunger, preserving natural resources and providing by environmental compatible growth a humanely work and adequate social security. The facilitators of the intergovernmental negotiations on the post-2015 agenda published in July 2015 the final draft for the final document of the UN Summit "the Agenda 2030 transformation of our world for global action", which contains 17 new sustainability goals with targets, intending to clarify the concept of sustainability. However, it may be assumed, that there is the total list of sustainability goals only a concretized utopia that then is in an area far removed from any reality too, if the world were on the whole in a peaceful condition. In science and politics there are different opinions how society can be drive in the direction of sustainable development. Three main paradimen compete, the economic management approach - control of the market, the political science approach - control by networks and the legal approach - control by law and order. In practical, the latter dominantes. Legal control is inevitable, because sustainable development in the global and national context can not be left to the contingencies and uncertainties of political programs, particularly looking politics and political actors to achieve common primarily in economic terms in the short term optimal solutions that are in doubt not or not primarily are sustainable. If sustainable development shall be successful, it is imperative necessary, sustainable development about the political-programmatic level, about declarations in programs and agendas, legally effective enshrine out and fix in norms of international and national law. Moreover, the principle of sustainability requires mandatory - what is but suppressed in the new post-2015 agenda and not expressed in the new sustainability goals - a non utilization in the present for ensuring future use of resources. Sustainable development is necessary and inevitable, but it has to include the nature and its organization in all aspects, because people are able to survive only by a so-understood sustainable development.

Der Rechnungshof hat untersucht, wie alle öffentlichen Behörden in Belgien sich im Hinblick auf die 17 Ziele für nachhaltige Entwicklung (Sustainable Development Goals - SDG) im Rahmen der Agenda 2030 der Vereinten Nationen verpflichten und organisieren. Er stellt fest, dass die Interministerielle Konferenz über nachhaltige Entwicklung, die für die Koordinierung der Politik in ganz Belgien (auf nationaler Ebene) sorgen soll, seit Ende 2017 nicht mehr zusammengetreten ist. Diese Koordinierung soll es Belgien ermöglichen, seinen internationalen Verpflichtungen im Rahmen der Agenda 2030 nachzukommen. Der Rechnungshof empfiehlt also der IMKNE, ihre Koordinierungsrolle wieder aufzunehmen. Im Rahmen ihrer Autonomie können die Regierungsebenen ihre politische Verpflichtung zur Agenda 2030 auf unterschiedliche Weise erfüllen. Er empfiehlt ihnen aber, ihre Pläne und Verpflichtungen in Übereinstimmung mit der nationalen Strategie auszuarbeiten, quantifizierbare Ziele zu setzen und daran politische Maßnahmen zu verknüpfen. Die Überwachungsindikatoren der SDG-Erreichung sollten mit den auf nationaler Ebene verwandten Indikatoren übereinstimmen und die Regierungsbehörden sollten ihre Berichterstattung über die SDG-Politik so aufstellen, dass die Ergebnisse auf nationaler Ebene koordiniert werden können.

The European Union (EU) has a strong leadership role, globally and regionally, in implementing the Agenda 2030 for Sustainable Development but as a matter of urgency its ambitions now need to be translated into strategies and actions. Major global crises, such as the COVID-19 pandemic, the war in Ukraine and climate change, have all effectively reversed progress in achieving the Sustainable Development Goals (SDGs) and further exacerbated interrelated challenges relating to poverty, inequality, carbon emissions, education, health, economic growth and finance. The increasing likelihood of Agenda 2030 objectives not being met within the expected timeframe calls for major transformation in: SDGs' financing; ecology and green recovery; citizens' empowerment; political commitment to collective action; as well as cooperation between public, private and non-profit sectors. Achieving SDGs would be better served by adopting an overarching EU strategy for the Agenda 2030, to include: SDGs in the European Semester; the Green Deal; countries' recovery processes; increased collaboration between EU and United Nations institutions; and support for other countries in levelling up SDG achievements globally. This would not only provide positive signals for reassuring Agenda 2030 but also enhance countries' commitment to sustainability. This In-Depth Analysis aims to assist the European Parliament by contributing to policy and legislative debates ahead of the 2023 SDG Summit.
