Agricultural products are one of Vietnam’s most important exports, contributing considerably to the overall export turnover of the country. Vietnam’s agricultural exports are easily affected by external factors. It is overly dependent on the Chinese market, and its agricultural products do not as yet meet strict global standards. Challenges facing Vietnam’s export of fruits and vegetables to the Chinese market include technical barriers, long risk assessment periods, restrictions on products exported through official quotas to the Chinese market, and frequent changes in China’s policy on border crossings. The ongoing COVID-19 pandemic has underscored the importance of market diversification to this sector. To further develop its agricultural export sector, Vietnam needs to gather and consolidate information on import standards and guide its farmers on product quality requirements. Besides, efforts to gradually diversify its markets are essential for it to avoid being dependent on a small number of partners and markets. Vietnam’s participation in international organizations such as ASEAN, APEC, WTO, and AEC exemplifies its increasingly active efforts at seeking new development opportunities. The seventeen bilateral and multilateral free trade agreements which have been signed by Vietnam partly demonstrates efforts at achieving market diversification.

Excerpt from Foreign Development and Trade Division of the Economic Research Service, United States Department of Agriculture and Related Work of the State Agricultural Experiment Stations Foreign development and trade research is concerned with four areas: effects of foreign economic development on agriculture; appraisal of agricultural export programs and market development; international monetary and trade analysis; and the analysis and evaluation of United States and world agri cultural trade. The research objectives include appraisal and evaluation of the economic implications of policies and programs on u.s. Foreign trade in agricultural products and the efficient use of u.s. Produced food and other resources in economic development programs abroad. This information is employed in the formulation of national policies, positions, and programs in the four areas set forth above. Research on foreign economic development and trade is carried out in the Foreign Development and Trade Division of the Economic Research Service of the u.s. Department of Agriculture. During the period of this report October 1, 1965 to September 30, l966-approximately 30 scientist man - years were devoted to research in the areas of foreign economic development and trade research, distributed as follows: man - years to Effects of Foreign Economic Development on Agriculture; 2 man - years to Export Programs and Market Development; 7 man-years to International Monetary and Trade Research; and man - years to Trade Statistics and Analysis. Exports of agricultural products are of major importance to u.s. Agriculture and to the u.s. Balance of international payments. Total agricultural exports in 1965 - 66 reached a record level of billion. The foreign market has become increasingly important to American agricultural producers in the past few years. Approximately 78 million acres were required to produce the agri cultural commodities exported in fiscal year 1966, up 39 percent from 1958 - 60. Crop production from one out of every 4 harvested acres now is exported. A few examples from the research areas covered in this report are presented here. American farmers and ranchers are the most efficient, productive and competitive producers in the world. Their ability to meet the rapidly-growing and ever-changing demands both at home and abroad has allowed our country to become one of the world's most open agricultural economies, supplying our trading partners with a safe and affordable food and fiber supply. These trade relationships have become an essential part of the U.S. agricultural industry, and nowhere is trade more important than in our relationships with our neighbors to the north and south. For more than 20 years, NAFTA has governed trade among our three countries, and in that time U.S. agricultural exports to Canada and Mexico have nearly quadrupled. Both countries have remained essential trading partners for the U.S., accounting for roughly 28 percent of total U.S. agricultural trade. While Canada and Mexico regularly are two of our top three export destinations for agricultural products, they also remain the United States' largest suppliers of agricultural inputs. In 2016, while the U.S. continued to run an overall trade surplus in agriculture, we managed to run a trade imbalance with both Canada and Mexico, totaling over $6 billion. A lot has changed since the 1994 agreement was signed. All three economies are much larger and production agriculture has evolved and improved, growing to meet ever-changing consumer demands and technological advances.

Leading markets for U.S. agricultural exports are Canada, Mexico, Japan, the European Union, China, South Korea, and Taiwan. The United States dominates world markets for corn, wheat, and cotton. Brazil has overtaken the United States as the world's leading supplier of soybeans and is the world's leading supplier of beef and poultry to world markets. The U.S. share of world beef exports has declined since the discovery of a cow infected with "mad cow disease" in the United States in 2003. The United States, European Union, Australia, and New Zealand are dominant suppliers of dairy products in global agricultural trade. Most U.S. agricultural imports are high-value products. For some imports (grains, meats, horticultural products), similar products are produced in the United States; production of other categories of imports (bananas, coffee, cocoa) is very limited. The biggest import suppliers are the European Union, Canada, and Mexico, which together provide 57% of total U.S. agricultural imports. Australia, Brazil, New Zealand, Indonesia, and Colombia are also major suppliers of agricultural imports to the United States. Among the fastest-growing markets for U.S. agricultural exports are Canada and Mexico, both partners with the United States in the North American Free Trade Agreement (NAFTA). U.S. agricultural exports to China, recently a member of the World Trade Organization, have grown at an annual rate of 16% since 1992. Both the EU and the United States subsidise their agricultural sectors, but overall the EU outspends the United States five to one. Recent reforms of the EU's Common Agricultural Policy shift substantial spending into direct income support decoupled from production and into rural development. Canada supports some sectors (e.g., dairy and poultry) more than others. Australia provides less support to its agriculture. Export subsidies are more important in the EU than in the United States; border measures (tariffs) are more important in Canada than in either the United States. Australia operates a mix of trade measures. The United States is the dominant supplier of foreign food aid, followed by the EU, Canada, and Australia. U.S. and other major food aid donors provide commodities for emergency relief or development assistance.
