After green revolution was launched in India, substantial increase in the production of food-grains was achieved through the use of improved crop varieties and higher levels of inputs like fertilizers water and plant protection chemicals. This made the revolution possible but it has limitations of higher costs and of causing damage to the environment specially when inputs are not used efficiently and judiciously. A decline of yields are being reported from the green revolution belts of India, in spite of liberal application of fertilizers and other inputs. The environmental problems are now becoming real problems of the developing countries as well as developing world. This disturbing trend is attributed to soil degradation, multi nutrient deficiencies and pest and diseases build up. The use of chemical inputs increases yields for a limited period, but without good management there is rapid deterioration of land and water resources. Inefficient use of fertilizers results in polluting the environment, in addition to wastage of scarce resource. It is therefore, imperative to conserve and utilize optimally the available production resources like land, water and genetic diversity and to efficiently manage the agricultural inputs for sustaining high crop productivity on a long term basis, with minimum damage to ecological and socio-economic environment. In this context, publication of a reference book is timely and appropriate. As the scientists, students, planners, administrators and extensionists recognize the importance of environmental problems related to agriculture, but they need ready reference to learn more about the problems, plan research agenda and develop strategies to tackle the problems. Hence, an attempt has been made to compile the information and presents in a readable form in this book. The book not only covers the effect of excessive use of chemical inputs on environment but also the effect of other human activities on agricultural production. Ghana’s Fertilizer Subsidy Programme (GFSP) was initiated in 2008 in response to the global food and fuel price crisis. Although initially intended to be a temporary measure that became increasingly expensive as Ghana’s macroeconomy deteriorated, farmers, civil society organizations, and politicians began to expect the subsidy on an annual basis. This paper applies the kaleidoscope model for agricultur and food security policy change to the case of GFSP. In doing so, it uses a variety of analytical tools to highlight how many of the weak outcomes of GFSP can be attributed to the nature of the broader policy process that has surrounded GFSP as well as the underlying political and institutional context in which policy making occurs in Ghana. Based on semi-structured interviews conducted with knowledgeable stakeholders spanning the government, donor, civil society, and research communities, the paper identifies the bottlenecks that need to be addressed if the program is to be more effective in the future.

This paper provides a description of the agricultural input market in Ghana in 2019 across six districts with high maize production and two municipal districts noted for agricultural marketing activities. Since 2017, Ghana’s agricultural policy has been heavily focused on implementation of the Planting for Food and Jobs (PFJ) program, which has rapidly scaled up the distribution of subsidized seed and fertilizer with the aim of increasing agricultural productivity and production. Agricultural input dealers play a crucial role in the PFJ program as the final node in the supply chain of seed and fertilizer for farmers. Their operations are expected to enhance the availability of and access to these agricultural inputs. Understanding the characteristics and operations of agricultural input dealers can help policymakers to formulate, implement, and reform seed and fertilizer policies. Our study shows low levels of specialization among agricultural input shops, high participation in the sector association, an increase in the entry of traders into the agricultural input market since the launch of PFJ, and a continuing concentration on fertilizer sales compared to seed sales. Major constraints that agricultural input supplier face in expanding their businesses include difficulties in obtaining financial support from the banking sector, still unreliable supplies, and, for subsidized inputs, the slow processing by government of the subsidy vouchers farmers gave them in exchange for inputs.

To understand the effects of recent disruptions on Myanmar’s agricultural input sector, a phone survey of input retailers was conducted in June 2021. Key findings: ▪ Prices of key agricultural inputs–fertilizer, pesticides, maize seed, and vegetable seed– are higher in June 2021 compared to June 2020 during the first wave of COVID-19. Onaverage, urea fertilizer prices are 52 percent higher and compound fertilizer prices are 29 percent higher. ▪ Reported input sales are much lower in June 2021 than in June 2020, with fertilizer sales volumes 48 percent lower on average and maize seed 39 percent lower on average. ▪ There continue to be widespread business disruptions stemming from political instability. Issues in the banking sector are the biggest disruption for 75 percent of our sample, though 84 percent also reported higher transportation costs. ▪ Nearly two-thirds of interviewed input retailers have offered inputs on credit to farmers this monsoon season. However, 79 percent intend to decrease their total value of credit compared to last year. Only 22 percent of input retailers reported that farmers in their area received MADB loans for the 2021 monsoon season. ▪ During the third wave of COVID-19 in Myanmar, adoption of safety practices is much lower than during the first wave. Sixty percent of input retailers adopted at least one practice, but only 44 percent were regularly washing their hands and only 47 percent were wearing masks. ▪ Higher input costs and lower access to credit will likely result in lower purchased input use and lower yields for monsoon crops. Measures to support combine harvesting and post-harvest management (e.g., drying) could help minimize further yield loss.
