This study of the life and milieu of a statesman, utilizing a wide array of hitherto unused chronicle and documentary material, offers new insights into many aspects of Ottoman eighteenth-century society. Subjects touched upon include career development and patronage in the central bureaucracy, increasing knowledge and interest in European diplomacy, and the impact of war on traditional attitudes. Of particular interest is the section on the 1768-74 Russo-Turkish War, a traumatic awakening for the Ottomans, who yielded significant territory, but were also faced with the necessity of reconstructing a polity and ideology which no longer produced results on the battlefield. Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases – including bilateral water treaties and their development and formation process and aftermath – are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.

This book analyzes the United States and Russia’s nuclear arms control and deterrence relationships and how these countries must lead current and prospective efforts to support future nuclear arms control and nonproliferation. The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. For all of the doubts raised about the effectiveness of international aid in advancing peace and development, there are few examples of developing countries that are even relatively untouched by it. Sarah G. Phillips's When There Was No Aid offers us one such example. Using evidence from Somaliland's experience of peace-building, When There Was No Aid challenges two of the most engrained presumptions about violence and poverty in the global South. First, that intervention by actors in the global North is self-evidently useful in ending them, and second that the quality of a country's governance institutions (whether formal or informal) necessarily determines the level of peace and civil order that the country experiences. Phillips explores how popular discourses about war, peace, and international intervention structure the conditions of possibility to such a degree that even the inability of institutions to provide reliable security can stabilize a prolonged period of peace. She argues that Somaliland's post-conflict peace is grounded less in the constraining power of its institutions than in a powerful discourse about the country's structural, temporal, and physical proximity to war. Through its sensitivity to the ease with which peace gives way to war, Phillips argues, this discourse has indirectly harnessed an apparent propensity to war as a source of order.
