Through its history, the United States Air Force has struggled with the most efficient and effective way to provide for its own air base ground defense. This monograph submits a solution intended to end the debate. In an effort to provide the most comprehensive answer possible, the method used to develop this monograph contains two key aspects. The first of these aspects is a historical study of the Air Force's air base ground defense dilemma. Included is a look at the US Army Air Forces' attempts to solve the problem in World War II. The initial history is followed by a study of the US Air Force's continuing efforts to solve the dilemma starting with a study of air base defense issues in Korea and continuing through the current Global War on Terrorism. The second key aspect is a historical case study of two Air Forces that faced similar issues. The first of these is the United Kingdom's Royal Air Force and the second is the German Luftwaffe of World War II. Each employed different methodologies and subsequently achieved different results. The results of the analysis contained in this monograph provide a clear answer. To finally solve the air base ground defense problem, the US Air Force will have to accept risk with regards to resource constraints in order to mitigate risk to expeditionary operations. Failure to embrace the capability necessary to engage and defeat threats to deployed airmen and resources in the future will have a direct impact on the US Air Force's ability to sustain global reach and global power in the Twenty-First Century.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.At issue is the fact that today's military planners have grown accustomed to American air superiority as a given in the current operating environment. Furthermore, the increasing sister-service reliance on joint fires places air power at a premium. These factors, together with a potential adversary's inability to compete with American airpower, highlight the increasing vulnerability of airpower assets while on the ground. As Italian Army General Giulio Douhet observed in 1921, "It is easier and more effective to destroy the enemy's aerial power by destroying his nests and eggs on the ground than to hunt his flying birds in the air." Subsequently, the need exists to solve the expeditionary base defense problem currently facing the USAF.

On 22 May 1984, the Chiefs of Staff United States Army and Air Forc e entered into a memorandum of agreement detailing the Joint Force Developments Process. The United States Air Force has transitioned to a CONUS based expeditionary force to reduce PERSTEMPO and offer greater flexibility in force projection options. However, with the end of the Cold War, reductions to our forward-deployed forces, and the emergence of Weapons of Mass Destruction (WMD) threats, the USAF is left with the problem of protecting the Aerospace Expeditionary Force (AEF) in a deployed environment Air Base Ground Defense (ABGD) has always been a key mission for aerospace forces. Throughout the history of military aviation, airfields and bases have been threatened with enemy attack in one form or another. USAF efforts to create a viable ABGD system have been a sporadic combination of episodic buildups and subsequent drawdowns of security force personnel and equipment. In essence, the Air Force has struggled with the concept of how to defend it's air bases for decades, from World War I to OPERATION ALLIED FORCE. The Air Force is hoping that they have finally found the answer with the activation of the 820th Security Forces Group, With their motto: "ready to go anywhere, any place, anytime," the the 820th SFG is a multidiscipline unit that offers a total force protection (FP) package, Depicted, as a revolutionary concept, the 820th SFG integrates all aspects of FP (i.e. air base ground defense, combating terrorism, physical security, operations security, personal protective services, resource protection, intelligence, counterintelligence, logistics, etc.) into a cohesive unit. With the capability to deploy within 24 hours of notification, the USAF believes it has finally established a viable solution to the age-old problem of protecting our deployed assets.

It centers on the primary efforts of the United States Air Force and allied air units to defend 10 key air bases within the Republic of Vietnam. Bien Hoa, on 1 November 1964, was the first base to be attacked and until the cease-fire in January 1973, these bases suffered a total of 475 attacks. Although there were initial deficiencies in staff support for base defense in such key areas as intelligence, motor vehicles, weapons procurement and maintenance, communications, and civil engineering, significant improvements had been made by the end of the Air Force’s part in the war. The author, Lt. Col. Roger P. Fox, USAF (Ret.), wrote this volume while assigned to the Office of Air Force History. He brings judgments to his research based on his personal experience as a base security officer during the conflict. Thus, early on the morning of 4 December 1966, he rallied Air Force and South Vietnamese security forces to repel an enemy attempt to penetrate Tan Son Nhut Air Base, the center of Air Force operations in South Vietnam. This study reviews the historical development of the Soviet desant concept and analyzes Soviet capabilities. A similar review and analysis is conducted on the development of the US Air Base Ground Defense concept and current US capabilities. These two sides are then compared to determine whether the US forces are prepared to protect USAF resources against Soviet forces. The parameters of this thesis assume a conventional war. The focus of this study is central Europe, specifically Germany. Soviet covert operations during peacetime are not addressed except for those which might take place right before the outbreak of a general war. The study concludes that the US forces are not adequately trained and equipped to deal with the likely Soviet threats. Soviet forces targeted against air bases have more firepower and mobility than the defenders. Also, joint Army and Air Force base defense doctrine is in a state of flux. Both the Army and Air Force base defense units need more firepower and better equipment, and most of all, the Air Force Security Police units need to be allowed to establish a defensive area off base. To achieve such improvements in air base ground defense capability will necessitate in re-initiation of the cooperative effort which resulted in the 1984 Army and Air Force Chiefs of Staff Memorandum of Agreement broadly setting out cooperative air base ground defense responsibilities.
