This Aerospace Information Report (AIR) provides instructions for intended proper use of Aerospace Standard AS36100 published 2005-02, as the technical reference for airworthiness approval of air cargo unit load devices (pallets, nets and containers) to be loaded on board civil transport aircraft. For consistency and cross-checking purposes, it also includes instructions for proper use of previous NAS 3610 [Revision 10, 1990, referenced in TSO C90c], as commonly understood by the industry. While preparing AS36100 [see that standard], it became clear that difficulties met with the former ULD approval process could be traced back to a lack of understanding of the use and complexity of the technical reference document. It was agreed to develop an " Instructions for use " AIR in order to reduce such difficulties, which would define a uniform industry agreed method of using AS36100. Equivalent information is also provided in this AIR for proper use of NAS 3610 [Revision 10, 1990, referenced by TSO C90c] for consistency and comparison purposes.

This SAE Aerospace Standard (AS) defines the minimum performance requirements and test parameters for air cargo unit load devices requiring approval of airworthiness for installation in an approved aircraft cargo compartment and restraint system that complies with the cargo restraint and occupant protection requirements of Title 14 CFR Part 25, except for the 9.0g forward ultimate inertia force of 25.561 (b)(3)(ii). After publication of AS36100 [2005-02], application studies evidenced ULD designs could be affected by cumulating the worst (main deck) ultimate load conditions with the worst (lower deck) testing restraint conditions, at a significant risk of needlessly increasing ULD weight. The present revision A, proposed for TSO C90d reference, remedies this difficulty by introducing two separate ULD configurations and testing restraint conditions for each of concerned sizes A, B and M, thus allowing for distinct approval of lower deck or main deck units, as was the case with the predecessor reference document NAS 3610 (TSO C90c).

In order to make this information available to future users of AS36100 and reduce, inasmuch as possible, any interpretation difficulties arising, this AIR constitutes a formal record of Panel meetings and work documents that defined it, together with an index system allowing to trace back any given technical statement or requirement to its original sources.
