Directives from the Office of the Secretary of Defense mandating reductions in operations and maintenance staffing levels led Air Force Materiel Command (AFMC) to reexamine how it operates; the command published the plan for its proposed reorganization in November 2011. In response, the National Defense Authorization Act for Fiscal Year 2012 directed the Secretary of the Air Force to have a federally funded research and development center provide an independent review of the proposed reorganization. In January 2012, RAND Project AIR FORCE was tasked to conduct this review, the purpose of which was to describe the functional responsibilities, manpower authorizations, and disposition of AFMC's proposed restructure, including an assessment of life-cycle costs; to independently assess how realignments would likely affect life-cycle management, weapon system sustainment, and support to the warfighter; and to examine options for providing effective and efficient weapon system life-cycle management. The resulting analysis was limited to how the reorganization would affect product development/support-system design and operations support (depot maintenance and Air Force supply chain operations). It did not examine how the reorganization affects the management of nuclear weapons, developmental testing, or laboratory and basic research. For context, the report also includes a comprehensive overview of the history of Air Force life-cycle management and the changing roles and responsibilities of the organizational precursors to AFMC.

In 2011, Congress mandated budget reductions requiring that the Department of Defense reduce its future spending by approximately $487 billion over the coming decade. To realize part of these reductions, the Office of the Secretary of Defense called for all services to return to their fiscal year (FY) 2010 civilian manpower levels. That action required that the Air Force eliminate approximately 16,500 civilian manpower positions. Rather than distributing these cuts proportionally throughout the service, the Air Force sought specific initiatives that could achieve the necessary savings with minimal impact to missions. One initiative, a reorganization of the Air Force Materiel Command (AFMC), was undertaken to eliminate 1,051 of the approximately 16,500 positions and achieve an annual savings of about $109 million in FY 2011 dollars. This report assesses the FY 2012 reorganization of AFMC to determine if it was able to absorb these cuts with minimal, if any, impact on its assigned missions.

The purpose of this research was to measure the success of the Product Center (PC) portion of the Air Force Materiel Command (AFMC) reorganization initiated in 2004. The purpose of this study is threefold, 1) to determine if the 2004 AFMC Product Center reorganization has met General Martin's four intended objectives, (2) the reorganizations effects on AFMC employee job satisfaction and organizational commitment and (3) to gather some general opinions about the reorganization overall. The literature review consisted of a detailed look at the history of AFMC, areas of organizational culture, and gathering detailed information regarding the 2004 reorganization itself. This research measured the success of the PC portion of the reorganization to date; assistance was solicited and provided from HQ AFMC/A8M in development of the survey instrument for such measurement. Upon completion of development, electronic dissemination of the survey instrument was utilized to send it to the three AFMC PCs. Survey results were summarized and the overall conclusion reached that the AFMC PC reorganization initiated in 2004 has had little or not impact to date based on the opinions of PC employees who responded to the survey. Recommendations for further research avenues are also discussed.

While there are examples of successful weapon systems acquisition programs within the U.S. Air Force (USAF), many of the programs are still incurring cost growth, schedule delays, and performance problems. The USAF now faces serious challenges in acquiring and maintaining its weapons systems as it strives to maintain its current programs; add new capabilities to counter evolving threats; and reduce its overall program expenditures. Owning the technical baseline is a critical component of the Air Force's ability to regain and maintain acquisition excellence. Owning the technical baseline allows the government acquisition team to manage and respond knowledgeably and effectively to systems development, operations, and execution, thereby avoiding technical and other programmatic barriers to mission success. Additionally, owning the technical baseline ensures that government personnel understand the user requirements, why a particular design and its various features have been selected over competing designs, and what the options are to pursue alternative paths to the final product given unanticipated cost, schedule, and performance challenges. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force discusses the strategic value to the Air Force of owning the technical baseline and the risk of not owning it and highlights key aspects of how agencies other than the Air Force own the technical baseline for their acquisition programs. This report identifies specific barriers to owning the technical baseline for the Air Force and makes recommendations to help guide the Air Force in overcoming those barriers.
