The Air Force has implemented various aircraft maintenance organizational structures. The implementation of the Objective Wing in the early 1990s was the latest occurrence of reorganization. This research looks at the effect of the type of aircraft maintenance organizational structure on aircraft maintenance performance. The type of organizational structure was defined by the functional centralization of the on-equipment maintenance. Aircraft maintenance performance was measured using TNMCM rates, fix rates, repeat/recur rates, man- hours per flying hour, and scheduling effectiveness rates. Three F-15 wings and three F-16 wings were selected to compare the changes in aircraft maintenance performance and to determine if the organizational structure had a significant influence on aircraft maintenance performance. Comparison of means and regression analysis were used to investigate the main effects of organizational structure and the moderating effects of several additional factors on aircraft maintenance performance. The aircraft maintenance organizational structure was determined to have a significant positive influence on at least one aircraft maintenance performance measure for five of the six experimental group wings. Various moderating factors also had various influences on aircraft maintenance performance.

Prior to 1992, organizational maintenance was aligned under a - separate maintenance organization. In 1992, the Air Force restructured into Objective Wings with organizational maintenance aligned under the flying squadrons. This study looks at the impact of this reorganization on maintenance performance factors. The researchers developed maintenance performance models using regression and principal component analysis. Mission Capable Rate and Total Not Mission Capable Maintenance Rate are used as dependent variables. A comparison of key maintenance performance indicators and model predictions before and after the reorganization is accomplished. Based on the results of this analysis, the researchers conclude that there is significant improvement in all dependent variables, model predictions of these dependent variables and improvement in some of the independent variables. Improvement occurred after organizational structure changed, however, other factors not included in the models such as the stand-down of the Alert Force may also contribute to this improvement. A safety culture can foster these safe activities by creating trust and dialogue between management and individuals within a maintenance repair organization (MRO). The good safety culture aspects are pervasively within the shared attitudes of concern and care in the MRO and involves with the management. Surrounding this open atmosphere, there should have systems that share important data whereby the workforce are encouraged to make reports with trust and fairness. One shared concensus on collecting these data is by implementing of maintenance error management system (MEMS). Implications of active and latent failures and the benefits of maintenance resource training (MRM) are further discussed.

This effort examines the impact of stress on the performance of aircraft maintenance in a combat environment. The theoretical literature and research, and cases from actual combat situations, indicate that performance could be significantly degraded. The literature is not clear on a definition of stress and no practical measure of stress exists. Also, the relationship between stress and performance is not accurately predictable. In addition, maintenance capability will be degraded through psychological casualties. The intensity of the battle will dictate the psychological casualty rate, but most casualties will be returnable to duty in 3 or 4 days, given the proper treatment. The shape of the relationship between combat stress and performance is suggested, and recommendations are made as to what additional research might be conducted. Keywords: Psychological stress.
