Las respuestas de antes ya no son válidas, o por lo menos no son suficientes : no hemos logrado ofrecer perspectivas adecuadas a los pobres. En al economía mundial vienen desarrollándose prcesos que tienen como consecuencia la renovación y consolidación de algunos segmentos y el debilitamiento o retraso de otros. El balance no nos satisface, al contrario. Es correcto, entonces, que como economistas sigamos buscando nuevos modelos y alternativas para aumentar la eficacia de la cooperación al desarrollo, para mejorar los análisis de las interrelaciones sociales y económicas a nivel micro, meso y macro. En resumen : queremos lograr un mayor impacto con nuestras intervenciones en los procesos de desarrollo, que se han manifestado tan complejos y tan poco sostenibles. Aplaudimos toda iniciativa que pueda contribuir a este fin. La publicación que tiene Usted en sus manos es un desafío para todos los que están involucrados en la cooperación internacional. Este documento pretende contribuir al debate internacional sobre la eficacia de la cooperación al desarrollo, introduciendo la dimensión de género en los análisis de la realided económica a fin de lograr un mayor rendimiento de nuestras intervenciones. Si el impacto económico y social (y ambiental) de la coopèeración al desarrollo puede aumentarse tomando en cuenta, de manera sistemática, los aspectos de género (es decir, las situaciones particulares de hombres y mujeres), entonces debemos incorporarlos a la mayor brevedad posible."
