Aus der Kommentierung geht u.a. hervor, welche Beachtung das jeweils edierte Dokument auf den verschiedenen Entscheidungsebenen des Ausw rtigen Amts bzw. au erhalb dieser Beh rde gefunden hat. Mit Spannung erwartete die ffentlichkeit in der Bundesrepublik, wie sich die Au enpolitik der am 1. Dezember 1966 neu gebildeten Regierung darstellen w rde. Denn zum ersten und bisher einzigen Mal in der Geschichte der Bundesrepublik fand sich mit dem Zusammengehen von CDU/CSU uns SPD eine "Gro e Koalition" zusammen, die ihre F higkeit zur politischen Zusammenarbeit gerade vor dem Hintergrund der zur ckliegenden Auseinandersetzungen in Fragen der Westbindung und der Deutschlandpolitik erst noch beweisen mu te. Zudem stellten die Sozialdemokraten mit Willy Brandt einen Au enminister, der als ehemaliger Regierender B rgermeister von Berlin ein gro es Ma an au enpolitischem Gestaltungswillen einbrachte. Aufschlu ber die Bilanz dieses ersten Jahres der "Gro en Koalition" gibt nun der Jahresband 1967 der "Akten zur Ausw rtigen Politik der Bundesrepublik Deutschland", der mit Ablauf der drei igj hrigen Sperrfrist eine Auswahl vom 449 Dokumenten zur Au enpolitik der Regierung Kiesinger/Brandt pr sentiert. The Euro-Zone represents the single most important step in European Integration since 1957 and one of the boldest economic, monetary, and political projects in modern history. In this first major study, the author examines the major political questions raised by the birth of the Euro-Zone on January 1 1999 and argues for a more politically informed analysis and assessment of its nature, operation, and prospects. How does the Euro-Zone operate? What does it mean for European States and for the political strategies of governments? How is its operation to be explained? What are its prospects for stability? What kinds of policies are needed to strengthen its capacity to withstand crisis? The book stresses the ECB-centric nature of the Euro-Zone and its implications both for policy and polices in Europe and for theories of integration. The ECB emerges as a powerful 'policy pusher' and 'ideational leader', with an authority and power exceeding that of the European Commission in the integration process. Dyson examines the elated problems of social justice, democratic consent, and identity. He also argues that the Euro-Zone represents a process of transition to the EU as a 'stabilization Staten An innovative aspect of the book is its application of a strength-strain model for the purpose of analyzing and assessing the stability of the Euro-Zone. It concludes that the stability of the Euro-Zone will be strongly conditioned by three factors: how Kantian rather than Hobbesian or Lockeian its political culture proves to be, with a key reproducibility failing here on the quality of political leadership; its possession of policy interments to tackle liquidity as well as debt traps; and the speed and efficiency of mechanisms of 'bench marking, policy transfer, and 'lesson-drawing'.

This book deals with the rules that are in force in Europe for juvenile offenders. The aim of the rules is to uphold the rights and safety of juvenile offenders subject to sanctions or measures and to promote their physical, mental and social well-being when subject to community sanctions or measures, or any form of deprivation of liberty. It is based on Recommendation Rec(2008)11 of the Committee of Ministers of the Council of Europe on the European Rules for juvenile offenders subject to sanctions or measures, which was adopted on 5 November 2008. The first part of the book contains the text of the recommendation and is followed by a commentary which explains in finer detail the rules and the points raised by the text. The final section provides an analysis of the national replies to a questionnaire related to the treatment of juvenile offenders. This work will be of interest to human rights scholars, researchers and students of law, criminology and international relations.
