This report by the committee majority staff is part of our ongoing examination of Al Qaeda's role in international terrorism. U.S. and allied operations over the past several years have largely pushed Al Qaeda out of Afghanistan and Iraq. Many of those fighters traveled to the tribal region on the Pakistani side of the border with Afghanistan. But ongoing U.S. and Pakistani military and intelligence operations there have made it an increasingly inhospitable place for Al Qaeda. Consequently, hundreds, or perhaps even thousands, of fighters have gone elsewhere. New Al Qaeda cells or allied groups have sprung up in North Africa, Southeast Asia, and perhaps most importantly in Yemen and Somalia. These groups may have only an informal connection with Al Qaeda's leadership in Pakistan, but they often share common goals. Al Qaeda's recruitment tactics also have changed. The group seeks to recruit American citizens to carry out terrorist attacks in the United States. These Americans are not necessarily of Arab or South Asian descent; they include individuals who converted to Islam in prison or elsewhere and were radicalized. This report relies on new and existing information to explore the current and changing threat posed by Al Qaeda, not just abroad, but here at home.
