Changes in Jihadi Discourse in the Wake of the "Islamic State" explores how the transnational jihadi discourse changed with the development of the "Islamic State" terrorist group and resulted in the fragmentation of the jihadi movement. From the Middle East, through Africa to South East Asia, today’s jihadi movement is more fragmented than ever. Al-Qaida and the "Islamic State" compete not only with each other but also with local jihadi groups. Despite the fact that, in the wake of the "Islamic State", international jihadi groups are in fierce competition for supporters, little has been said on how the process of competition as well as external events changed the ideology of these groups and the topics relevant to them. Countering dominant research focusing on the differences between jihadi strains, this book explores how the appearance and temporary strength of the "Islamic State" changed the topics and talking points of other jihadi actors, such as al-Qaida. By analyzing primary sources in Arabic and English, the author sheds light on the inner- and inter-jihadi discourse and its development over the years. The book does not simply describe changes in topics; it traces these changes quantitatively and relates them to external events. In Britain alone, several thousand young Muslims are thought to be part of violent extremist networks. How did they become involved? What are the mechanisms and dynamics through which European Muslims join al-Qaeda and groups inspired by al-Qaeda? This paper explains the processes whereby European Muslims are recruited into the Islamist militant movement. It reveals that although overt recruitment has been driven underground, prisons and other ‘places of vulnerability’ are increasingly important alternatives. It explores the recruitment roles of radical imams, gateway organisations and activists, and highlights the kinds of message that facilitate the recruitment process. It also shows how the Internet has come to play an increasingly significant role. Neumann argues that there is little evidence of systematic, top-down jihadist recruitment in Europe. Rather, the activist leaders of cells increasingly drive the process. The paper explores possible options for European governments wishing to disrupt violent extremist networks, recognising that it will also be necessary to address some of the underlying risk factors that fuel jihadist recruitment. Ultimately, the major challenge for European states lies in constructing more inclusive societies in which the narratives of exclusion and grievance will not resonate to the benefit of recruiters to the extremist cause.

Without such inquiry we risk a reductive understanding of the global jihad, further fostering Orientalist and Eurocentric attitudes towards local conflicts and remote violence in the periphery. This book will therefore draw attention to those who overlook and undermine the distinct and rich particularities of the often-contradictory and cosmopolitan global jihad. In many of the peripheries, particularly those with intensive large-scale insurgencies, there is extensive international military alliance. The Bush doctrine to 'fight them over there, so we don't have to fight them over here' certainly looks to be alive and well in places like Somalia, the Philippines and Niger amongst many others. Crucially we must ask - is such reasoning sound – is the threat global and if so in what way? Furthermore - is action in the peripheries under the guise of combating the global jihad overlooking the local issues and threatening to make a wider threat where it was otherwise contained? Diagnosing nations or regions as 'breeding grounds' or 'sanctuaries' of global jihad carries the spectre of having to chose sides in a battle of civilisations, which looms over a number of developing nations reliant on good western relations.

Das Phänomen des islamistischen Terrorismus weist seit den 1990er Jahren eine erschreckende Beständigkeit auf. Spätestens seit dem 11.09.2001 beschäftigt dieses Thema die Öffentlichkeit. Der Tenor der Analysen lautet größtenteils, die Ursachen der Taten seien auf Terrororganisationen zurückzuführen und/oder in der pathologischen Verfassung der Täter zu finden. Religiöse Motive werden a priori ausgeschlossen. Der Islamismus wird vom Islam getrennt und in einer Art moralischer „Bad Bank“ isoliert betrachtet. Die vorliegende Studie entwickelt einen alternativen Blickwinkel, bei dem vom Phänomen des Selbstmordattentates ausgehend, die Täter und ihre Prägung durch ihr religiös-kulturelles Umfeld untersucht werden. Vor dem Hintergrund kriminologischer Theorieansätze wird der 11.09.2001 beispielhaft betrachtet. Die Untersuchung verlagert mit der Benutzung der Allgemeinen Evolutionstheorie bewusst den Schwerpunkt der gegenwärtigen pathogenetischen Theorieansätze auf eine alternative Perspektive, um bisher nicht zur Aufarbeitung dieser Thematik herangezogene Wissensfelder fruchtbar zu machen.
