Commitment to structural reforms and to economic stabilization has enabled high rates of gross domestic product (GDP) growth in Albania since the start of transition, and consequent reductions in poverty. The crisis caused by the collapse of 'pyramid' investment schemes in late 1996 and early 1997, the Government began to implement a stabilization and reform program which has resulted in rates of economic growth averaging more than five percent annually between 1998 and 2007. Strong growth has in turn made possible a 6.8 percentage point decline in the poverty headcount, a higher drop than in most countries in the (Eastern) Europe and Central Asia (ECA) region. These achievements have been underpinned by prudent fiscal and monetary policies. Budget deficits have been kept under control, declining from an average of around 10 percent of GDP in the late 1990s to less than 4 percent since 2005. In parallel, a monetary targeting regime has ensured price stability, with inflation remaining at around 3 percent in recent years. This report discusses how Albania can improve its long term competitiveness and growth by facilitating firms' ability to employ technology and skills and by closing the gap between formal regulations and actual enforcement. The second chapter sets the stage by presenting the macroeconomic setting, as well as key structural features of the Albanian economy. The third chapter provides an overview of investment climate constraints on firm performance. The crucial pillars of the investment climate that affect firm performance that is to say: (i) access to and adoption of knowledge by Albanian firms, and (ii) the gap between formal and informal regulation are treated in chapters four and five respectively. Chapter six concludes and summarizes policy recommendations.

Inclusive and sustainable economic growth in the six Western Balkan (WB6) economies depends on greater economic competitiveness. Although the gap is closing gradually, the standards of living in WB6 are well below those of the OECD and EU. Accelerating the rate of socio-economic convergence will require a holistic and growth oriented approach to policy making. This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. These recommendations aim to inform structural economic reforms and facilitate the region’s socio-economic convergence towards the standards of the EU and OECD.

As a small transition economy, Albania has achieved significant progress, and the average year-to-year growth rate of trade from 2000 to 2017 has outperformed the world average reaching almost eleven percent. Yet, Albanian exports are very concentrated in terms of market destinations and product varieties. Green shoots in a range of export industries illustrate that Albania has the potential to further leverage international trade. Despite its small size, Albania has become one of the top twenty exporters of tomatoes in the world, and one of the most attracting touristic destinations in Europe. However, the price gap it receives on exported tomatoes compared to competitors is still significant, which points towards unexploited potential. Adopting the necessary measures to close this price gap will have a great impact for the tomato producers and exporters. Future work on trade competitiveness will build and expand on these dimensions using firm level data, and input-output data for a deeper understanding of Albanian insertion in global value chains (GVCs).

This paper explores Albania’s current account (CA) deficit that improved in 2016, but remains sizable. The EBA-Lite model results indicate that the external position is moderately weaker than implied by fundamentals and desirable policy settings. Adjusting for Albania’s specific circumstances, the current account gap is estimated at -1.0 percent and the real effective exchange rate is overvalued by about 6 percent, reflecting Albania’s low national saving and large FDI inflows. Though Albania has benefitted from the recent tourism boom in the region, the outlook for exports remains challenging. Despite its cost competitiveness, exports are narrowly concentrated in a few low-value added sectors while new investments in the nonenergy tradable sector are limited. To close Albania’s competitiveness gap and strengthen its external position, the authorities should complete key infrastructure projects to reduce transportation costs and address energy sector reliability; increase domestic savings; improve governance and the rule of law; and raise labor market efficiency by reducing skills shortages.

This book analyses the effectiveness of policies adopted in cluster promotion, using complexity thinking and evolutionary economic geography approaches. It studies cluster dynamics in transition economies, exploring the case of Albania. In developing countries, the ‘model’ of the developed countries, is often seen as the endpoint of a trajectory that must be followed meticulously, implying a view on modernization as a linear and uniform process. They tend to import policies from these ‘success models’ showing minimal regard to their context and institutional capabilities; therefore, more often than not, such policies show little effectiveness. This research on cluster policies in Albania confirms this. It suggests that in Albania there is a need to revise the way of thinking about clusters, considering them first and foremost as relational networks, instead of physically bound industrial districts. While there is questioning of top-down policies and the national innovation systems prerogative, the suggested model by this research, in line with some of the most recent policy frameworks, advocates the need for flexibility, bottom-up initiatives and place-based approaches. By means of conclusion, the book comes up with an alternative model of territorial policies for cluster development, shifting from ‘static’ towards ‘dynamic’ planning.
