Healthcare systems have a legal and moral duty to provide competent care to all consumers whom seek treatment even when natural disasters, terrorism events, pandemics, widespread chemical/radiologic exposure and other emergency/disaster events stress the system beyond its capabilities. Education, training and exercises are emergency/disaster preparedness activities that are essential to providing quality care to victims. Healthcare providers, including physicians, nurse practitioners, and physician assistants, are a vital resource for an emergency/disaster response; a consensus of research indicates an overall inadequate level of preparedness among healthcare providers. A majority of emergency/disaster planning efforts have been primarily aimed at urban communities with few published disaster planning efforts addressing the needs of rural communities and the unique challenges they face in emergency/disaster preparedness. The purpose of this practice improvement project was to identify the current status of education/training of rural healthcare providers and identify gaps in training/education to better prepare them to care for victims of emergencies/disasters. A needs assessment was administered to the healthcare providers at a rural healthcare facility in southwest North Dakota and analyzed for trends. Based on the analysis of the survey, the healthcare providers felt moderately prepared to care for victims, yet a universal desire to gain access to increased emergency/disaster education and training was reported. A comprehensive educational plan was developed, and corresponding educational resources were identified. The educational plan addressed 12 domains: personal preparedness, hazard recognition/response, terminology/emergency operations frameworks, communication, health/safety, patient logistics management, special needs populations, mental health considerations, legal/ethical principles, and hazard-specific medical management/triage. The needs assessment findings and education plan were provided to key stakeholders within the sponsoring organization to increase healthcare provider emergency/disaster preparedness awareness. Project methods can serve as a framework for ongoing development of assessment of rural healthcare providers’ competency in providing care to victims and rural emergency/disaster educational plans.

Ensuring that emergency responders in small, rural, and remote communities are properly trained to deal with all-hazards events is essential. The Rural Domestic Preparedness Consortium (RDPC or the Consortium), established by Congress to develop and deliver all-hazards preparedness training to rural communities across America, is tasked with developing, delivering and identifying training. In order to directly align the needs of rural emergency responders with the development and delivery of RDPC training curriculum, RDPC utilizes an annual needs and requirements identification process. The Consortium uses a two-pronged approach in order to inform this process. First, the Consortium identifies training needs and training delivery preferences through the results of a national training needs assessment. Second, the Consortium conducts an annual rural emergency preparedness summit which brings together members of the RDPC advisory board as well as representatives from rural agencies across the country. The training needs identified through this two-pronged approach are then used to inform RDPC's future training curriculum.

Even though disaster losses frequently occur in rural and agricultural areas, a substantial number of the prevailing disaster research has focused on urban areas, often failing to notice rural populations, communities, and rural development as a whole. It is critical to assess how the needs and vulnerabilities in rural communities impact the creation of resilience, especially in countries with a large rural area. For disaster managers, rural areas present opportunities and challenges different from those of their urban counterparts. Therefore, efficient disaster risk reduction is the key to sustainable rural development. Disasters can cause human and animal life loss and the damage to field crops, stored seeds, agricultural equipment and materials, supply systems (e.g., infrastructure), livelihood, and associated indigenous knowledge. Such impacts have its short-term repercussions and affect the long-term sustainability of the rural sector. Rural regions of the developing world can be remote with high concentrations of mass poverty, food insecurity, and illiteracy; hence, access to food, shelter, and communication for relief and recovery is a challenge after a disaster. In rural areas, farmers strongly rely on natural resources and have no alternative source of income or employment, making them more vulnerable to a crisis. In addition, women are of paramount importance in rural development and agricultural activities, but they are the most affected ones during any disaster. Children and able people in the rural sector are also vulnerable; however, they have not been studied well and require more attention in days to come. This book explores the above-mentioned aspects related to disaster risk reduction, preparedness, and management in rural areas. Emerging technologies and their impacts to enhance disaster resilience in the rural sector are also illustrated. Apart from the introduction, the book has four sections focusing on 1) food and agriculture, 2) water and sanitation, 3) gender and social issues, and 4) rural technology.
