Encerrados en la habitación de un departamento de la Villa Frei viven una madre y su hijo adolescente. Ella sufre ataques de pánico y sus pulmones están dañados, producto del cigarro, pero sin duda el mayor deterioro proviene del trabajo como empleada doméstica que realizó durante años y de los maltratos de la familia de su hermano y de muchos otros que, antes, los acogieron con más o menos entusiasmo. Son los allegados que protagonizan esta novela dolorosamente bella, que con absoluta naturalidad combina realismo y fantasía gótica. Sí, porque aquí el paisaje del Chile de los años 80 se traslapa con otro, más afiebrado y demencial, donde un vampiro es capaz de anticipar el futuro. Esta historia, especie de novela dentro de la novela, es la que el joven narrador escribe y dibuja en sus noches de insomnio, no sabemos si a modo de evasión de la dura realidad que le ha tocado en suerte o si se trata de una proyección respecto de su propia condición de allegado: la de alguien que vive a expensas del otro y que, al mismo tiempo, lucha por hacerse invisible, por no reflejarse ni hacer ruido, por pasar desapercibido.

This yearÂ's Global Economic Prospects argues for reshaping the global architecture of world trade to promote development and poverty reduction. The report focuses on four policy areas: -Using the WTO ministerial to launch a Â"development roundÂ" of trade negotiations that would reduce global trade barriers. -Engaging in global collective action to promote trade outside the negotiating framework of the WTO. -Adopting pro-trade development policies of high-income countries unilaterally. -Enacting new trade reform in developing countries. The report contends that the policies recommended in these four areas would reshape the global trade architecture in a way that would enhance the prospects of developing countries and reduce world poverty. While the most likely scenario is for recovery beginning in 2002, todayÂ's slow growth of global trade and weakening financial flows to all but the most creditworthy countries, has impeded growth in developing countries. Global Economic Prospects 2002 concludes that the long-term promise of well-implemented trade reform is therefore tangible: a world with a much higher standard of living, hundreds of millions lifted out of poverty, and a sharp increase in children living beyond their fifth birthday to become productive citizens of the world.

In recent years, the simultaneous development of prominent social movements and the election of left and centre-left governments has radically altered the political landscape in Latin America. These social movements have ranged from the community based 'piqueteros' of Argentina that brought down three governments in the space of a month in 2001 to the indigenous movements in Ecuador and Bolivia that were instrumental in toppling five governments in the last decade. And in the cases of Venezuela and Brazil, social movements helped to provide the political base from which leftist leaders like Hugo Chávez and Lula were swept into power by election. This wide-ranging volume moves beyond simple discussion of these social movements to address an issue that is crucial for politics in the region today but has yet to be properly analysed - specifically, what is the position of the social movements after progressive governments take power. In the poorest neighborhoods of Santiago, Chile, low-income residents known as pobladores have long lived at the margins—and have long advocated for the right to housing as part of la vida digna (a life with dignity). From 2011 to 2015, anthropologist Miguel Pérez conducted fieldwork among the pobladores of Santiago, where the urban dwellers and activists he met were part of an emerging social movement that demanded dignified living conditions, the right to remain in their neighborhoods of origin, and, more broadly, recognition as citizens entitled to basic rights. This ethnographic account raises questions about state policies that conceptualize housing as a commodity rather than a right, and how poor urban dwellers seek recognition and articulate political agency against the backdrop of neoliberal policies. By scrutinizing how Chilean pobladores constitute themselves as political subjects, this book reveals the mechanisms through which housing activists develop new imaginaries of citizenship in a country where the market has been the dominant force organizing social life for almost forty years. Pérez considers the limits and potentialities of urban movements, framed by poor people's involvement in subsidy-based programs, as well as the capacity of low-income residents to struggle against the commodification of rights by claiming the right to dignity: a demand based on a moral category that would ultimately become the driving force behind Chile's 2019 social uprising.

Más allá del parentesco, existen variadas situaciones que originan derechos incontestables a las relaciones personales, comunicación, visitas, etc. A veces lo reconoce el propio legislador, cuando prohíbe que puedan impedirse sin justa causa las relaciones personales del menor «con sus hermanos, abuelos y otros parientes o allegados» (artículo 160.2 del Código civil) o cuando prevé que la Entidad Pública a la que esté encomendada la protección de los menores en situación de desamparo regule las visitas y comunicaciones (artículo 161). Pero otras veces se encuentra tal reconocimiento de estos derechos de las personas allegadas en el convenio regulador de una crisis matrimonial, en un convenio sin existencia de crisis o, naturalmente, en una sentencia judicial.Y el origen de tales situaciones puede situarse en las segundas nupcias del viudo o del divorciado que tuvo hijos menores del anterior matrimonio cuando éstos no son adoptados por el nuevo cónyuge de aquél, o cuando un reconocedor de complacencia rompe la convivencia con la madre de la criatura, o cuando un menor, habiendo fallecido el progenitor custodio, queda conviviendo con quien formaba pareja con el mismo. También cuando el que se creía padre y actuó como tal durante años, descubre tras la ruptura de la pareja (matrimonial o no) que él no era el padre de los hijos a quienes alimentó y con quienes tenía vínculos muy estrechos (una cuestión que, por cierto, ha dado lugar a no pocas sentencias en las que se han discutido pretensiones de enriquecimiento injusto o/y de daños morales). Y también encontramos allegados en el transcurso de las variadas vicisitudes por las que puede atravesar la figura del acogimiento familiar.Isabel de la Iglesia comenzó su vida académica centrando su atención en los derechos reales, y especialmente, en el derecho de superficie y derechos análogos. Desde ahí, ha tenido numerosas aportaciones en otros temas del Derecho de cosas, como son los de procedimiento registral, inmisiones, hipoteca, inmatriculación de inmuebles o derecho moral de autor. Autora habitual de la Revista Crítica de Derecho Inmobiliario, tiene también trabajos interesantes en el Derecho de obligaciones (retracto convencional, cooperativas, enriquecimiento injusto, pago por consignación, lease-back) y en el de sucesiones (administración de la herencia, interpretación del testamento, favor testamenti…), en el Derecho de la persona (protección del nasciturus, capacidad e incapacidad, curatela, emancipación, nacionalidad, vecindad civil, derecho al honor y a la intimidad, transexualidad…) y sobre todo, en el Derecho de familia, donde ha trabajado en temas de patria potestad, cargas del matrimonio, tutela, guarda y custodia, derecho de alimentos, filiación, reproducción asistida, matrimonios de complacencia, donaciones propter nuptias, pactos prenupciales, crisis matrimoniales y otras varias cuestiones.Con esta monografía acerca del allegado aporta una visión hasta ahora poco explorada sobre esta figura, mucho más presente en las relaciones jurídicas de lo que podría pensarse.
