Studienarbeit aus dem Jahr 2015 im Fachbereich Geschichte - Amerika, Note: 1,7, Katholische Universität Eichstätt-Ingolstadt, Sprache: Deutsch, Abstract: Die Wahl des bekennenden Marxisten Salvador Allende löste vor allem in Nord- und Südamerika unterschiedliche Reaktionen aus: Während in Kuba Jubelstimmung herrschte, standen die USA und die Militärregimes in Argentinien und Brasilien geschlossen gegen den neuen Präsidenten und seinen chilenischen Weg zum Sozialismus. Die folgende Seminararbeit wird zunächst auf die revolutionären Ansätze und die Ziele der Allende-Regierung am Beispiel der Nationalisierungspolitik und der Agrarreform eingegangen. Im Anschluss werden die Faktoren, die den Putsch durch das Militär bedingten, in Bezug zu dem interamerikanischen kalten Krieg gesetzt. Nichtsdestotrotz werden in dieser Arbeit die innenpolitischen Geschehnisse nicht außer Acht gelassen, da die Regierungszeit Allendes auch von Fehlentscheidungen und Uneinigkeit innerhalb des Regierungsbündnisses geprägt war: Nach einem kurzen Überblick über die nationalen Faktoren auf den Golpe von 1973 wird auf die regionalen und zum Schluss auf die internationalen Faktoren eingegangen, die zum chilenischen Putsch beigetragen haben. Eine solche Analyse ermöglicht es, die Spannungen auf politischer, wirtschaftlicher und diplomatischer Ebene herauszuarbeiten. Obwohl Allende demokratisch vom chilenischen Volk gewählt wurde, sehen die konservativen Militärs in Südamerika einen Bruch mit der Demokratie, gegen den sie vorgehen müssen. Allendes Inauguration sollte einen Umbruch in Chile bedeuten: Den friedlichen Weg zum Sozialismus im legalen und demokratischen Rahmen des chilenischen Staates, die sogenannte Vía Chilena. Trotz Allendes Versprechen im legalen Rahmen zu agieren, standen konservative Regierungen gegen die Regierung Allende. Es soll im Folgenden der chilenische Staatstreich am 11. September 1973 im interamerikanischen Kontext analysiert werden. Vor allem die politischen und wirtschaftlichen Beziehungen zwischen Chile und den Vereinigten Staaten von Amerika sollen dabei näher untersucht werden. Es wird der Frage nachgegangen, ob die Allende-Regierung ohne Unterstützung der USA von Beginn an zum Scheitern verurteilt war, oder ob es zudem andere Faktoren gab, die letztlich zum Putsch führten.

Long hidden from public view, Operation Condor was a military network created in the 1970s to eliminate political opponents of Latin American regimes. Its key members were the anticommunist dictatorships of Chile, Argentina, Uruguay, Bolivia, Paraguay, and Brazil, later joined by Peru and Ecuador, with covert support from the U.S. government. Drawing on a wealth of testimonies, declassified files, and Latin American primary sources, J. Patrice McSherry examines Operation Condor from numerous vantage points: its secret structures, intelligence networks, covert operations against dissidents, political assassinations worldwide, commanders and operatives, links to the Pentagon and the CIA, and extension to Central America in the 1980s. The author convincingly shows how, using extralegal and terrorist methods, Operation Condor hunted down, seized, and executed political opponents across borders. Since the early twentieth century, technological transfers from the United States to Latin American countries have involved technologies of violence for social control. As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence. Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.
