The cultural legacy of the air war on Germany is explored in this comparative study of two bombed cities from different sides of the subsequently divided nation. Contrary to what is often assumed, Allied bombing left a lasting imprint on German society, spawning vibrant memory cultures that can be traced from the 1940s to the present. While the death of half a million civilians and the destruction of much of Germany's urban landscape provided 'usable' rallying points in the great political confrontations of the day, the cataclysms were above all remembered on a local level, in the very spaces that had been hit by the bombs and transformed beyond recognition. The rapid shift of German elite groups' political loyalties away from Nazism and toward support of the fledgling democracy of the Federal Republic, in spite of the continuity of personnel and professional structures, has surprised many scholars of postwar Germany. The key, Hayse argues, lies in the peculiar and paradoxical legacy of these groups' evasive selective memory, by which they cast themselves as victims of the Third Reich rather than its erstwhile supporters. The avoidance of responsibility for the crimes and excesses of the Third Reich created a need to demonstrate democratic behavior in the post-war public sphere. Ultimately, this self-imposed pressure, while based on a falsified, selective group memory of the recent past, was more important in the long term than the Allies' stringent social change policies.

Wie stritten die Zeitgenossen um Fragen nach individueller und kollektiver Schuld und die daraus zu ziehenden Konsequenzen? Welche Formen der Bestrafung, der Wiedergutmachung und des Gedenkens, aber auch der erneuten Demütigung, Instrumentalisierung und des Beschweigens bildeten sich heraus? Gibt es eine "zweite Schuld", weil die erste vielfach folgenlos blieb? Die konsequent lokale Perspektive erlaubt es, solchen Debatten detailliert und über einen langen Zeitraum hinweg nachzugehen. Dabei wird deutlich, dass sich die Auseinandersetzung der Deutschen mit der Schuldfrage weder als geradlinige Erfolgsgeschichte noch als bloße Defizitgeschichte erzählen lässt.
