This paper looks at the potential models for the UK's relationship with the European Union, if there were to be a vote to leave. It provides examples of countries that are not members of the EU but have other arrangements with it - specifically Norway, Switzerland, Canada and Turkey - and describes those arrangements. It also looks at a possible relationship based only on World Trade Organisation membership. These models offer different balances in terms of advantages, obligations and influence. Regardless of the preferred outcome that the UK seeks, the precedents clearly indicate that we would need to make a number of trade-offs. It would take up to a decade or more to negotiate a new agreement with the EU and to replace our existing trade deals with other countries. Moreover, each of the alternative models would come with significant obligations and costs for the UK. Under any of these alternatives, there would also be a non-economic cost, in terms of the UK's security and strength. It would be hard even to come close to replicating the level of access and influence from which the UK currently benefits as a result of our special status in the EU. We need to weigh the benefits of access to the EU and global markets against the obligations and costs incurred in return. It is the assessment of the UK Government that no existing model outside the EU comes close to providing the same balance of advantages and influence that we get from the UK's current special status inside the EU

Evidence is accumulating that membership of the EU imposes a heavy ongoing net cost on the UK economy - possibly in excess of ten per cent of GDP, over GBP 140 billion a year at 2009 prices. Long before the 2010 euro crisis a consensus existed (amongst member-state governments, the Commission itself, NGOs, business and academia) that in the decades to come continental EU's prospects, as a market and an economy, are dire. That consensus is strengthening. As much as 60 per cent of UK exports already go outside the EU, using the author's estimates for the effect of distortions on trade statistics. Since 2000 they have been growing almost 40 per cent faster than exports to the EU. Growth in export markets is almost certainly going to occur in the 95 per cent of global population outside EU-26, rather than in the five per cent inside EU-26. That being so, the UK's first priority ought to be to decide how its trading arrangements with the world outside the EU should be configured. That decision would condition the extent to which the UK's relationship with the EU Single Market should be changed. Full withdrawal would be one of the options. The author examines these and other questions in some detail, including the three main alternatives (for the UK) to EU membership. He concludes by sketching out the mechanics, timetable, management and consequences of full UK withdrawal.
