O livro América Latina na encruzilhada é um balanço, nem sempre otimista e alentador, das duas últimas décadas de transformações em nosso continente. Após uma euforia inicial, parecida com aquela experimentada nos primeiros anos da Unidade Popular com Salvador Allende no Chile em 1970-1973, uma série de governos populares na Argentina, Brasil, Bolívia, Equador e, ainda uma vez, no Chile, fez ressurgir a possibilidade de mudanças profundas num continente onde, desde suas origens, a colonidade parecia ser um destino inexorável. No entanto, uma série de golpes, mesmo que com novas roupagens, primeiro em Honduras, depois no Paraguai, Brasil e Bolívia viria explicitar que mesmo os governos ditos "populares e progressistas" e suas agendas reformadoras, no âmbito do capitalismo, não tinham condições de avançar numa sociedade rigidamente classista, desigual, racista e marcada por um profundo egoísmo histórico. Os autores reunidos neste livro, para além de um balanço histórico dos avanços e recuos dos movimentos populares, se lançam à complexa tarefa de questionar as razões históricas – e portanto, suscetíveis de transformação – que ainda hoje condenam os povos latino-americanos a viver em Estados marcados por uma "sub-soberania", sujeitos a uma condição colonial, controlados por uma elite mesquinha e desprovida de qualquer projeto nacional. Para tal, os pesquisadores fazem uma "interpelação do Estado" na América Latina, de sua natureza e limitação, de seu caráter de classe, de sua incapacidade de deslocamento em direção aos grupos subalternos, populares, às grandes maiorias étnicas historicamente exploradas, às minorias de gênero e regionais. O livro em questão é uma reflexão sobre a perda da inocência teórica, um passo em direção à superação das utopias e da maturidade política. Trata-se de sair do sonho e adentrar no mundo real: o que representa ganhar eleições hoje na América Latina? O que representa a liberdade de expressão? Qual a importância do jogo político parlamentar? Todas estas questões são colocadas, sem sectarismos, em dimensão teórica rigorosa, sem perder de vista a relevância da educação política, da organização autônoma das classes trabalhadores e do debate político corretamente fundamentado. A "encruzilhada" atual da América Latina implica em caminhos múltiplos e simultâneos e no entendimento do poder sempre renovado e ampliado, que as elites usam constantemente para manter seu controle sobre a sociedade. Este livro, quiçá, represente um passo na retomada do debate americanista fundamental, que havia se perdido no Brasil, sobre a tragédia que se abateu sobre o nosso continente e as possibilidades de retomada da crítica e da ação pelos povos latino-americanos. One of the prominent thinkers in the Social Sciences, Aníbal Quijano (1930–2018), has a fundamental work for the compression of contemporary dilemmas since his main theoretical and political concerns have always been linked to the mutations of world capitalism and its reverse paths. This book aims to contribute with analyses of his voluminous and diversified production distributed practically over 60 years of intellectual trajectory. In the first decades, the Peruvian author produced essential works on peasant movements, the urbanization process, and the class structure in Peru and Latin America by mobilizing sociological categories such as marginality, dependency and structural heterogeneity. He devoted himself to investigating imperialist domination in Peru and its implications for social classes and created the journal Sociedad y Política. In the 1990s and 2000s, the Peruvian sociologist published a set of texts on the coloniality and decoloniality of power, which represents a theoretical construction inseparable from the processes and experiences that were occurring in Peru, Latin America and the world, from the “globalization” of “neoliberalism” to global and local resistances. Thus, this book is addressed to all those, with or without specialized training in social sciences, interested in knowing not only the history of social sciences in Latin America but mainly in understanding the historical roots and the political dilemmas of peripheral capitalist societies.
