Nos referimos al período de entreguerras del siglo XX y a su onda expansiva de autoritarismo y exclusión. Melgar Bao analiza la porosidad de los espacios públicos nacionales desde el tejido (no siempre visible) de redes intelectuales y políticas transfronterizas, a fin de develar la trama subyacente de confrontación entre quienes detentan el poder y los opositores llevados al destierro, la clandestinidad y la cárcel. México resulta el país refugio de la mayoría de los exilios políticos, que van desde las corrientes y organizaciones socialistas (estalinistas o no), hasta las filiadas como populistas o nacionalistas radicales. Desde el México de Lázaro Cárdenas, el autor relata con erudición cómo se reconstruyeron las redes apristas en Lima o Trujillo, Santiago de Chile, Buenos Aires, La Paz y México. Y algunas otras que ligan México, La Habana y Panamá. El proyecto de una internacional populista antidictatorial en América Latina es situado en esta dirección y rastreado con fino detalle. La obra cala en profundidad en las tensiones y proximidades entre los exilios populistas (peruano, cubano, dominicano, puertorriqueño) y las izquierdas cominternistas bajo el paraguas del frente popular antifascista, sin obviar la no menos accidentada relación con Trotsky y la IV Internacional o la experimentada frente al propio Estado de México y el partido oficial (PRM, léase PRI). Melgar Bao presenta cuadros paradigmáticos de la cotidianidad (las experiencias de la recepción, la disciplina política y el retorno). Se suman las ventanas acerca de las vetas de autoctonía y mitologización del exilio, que redondean esta original y fecunda lectura del exilio latinoamericano. La lectura de este libro garantiza más de una grata sorpresa a los historiadores nacionales y a los propios latinoamericanistas.
