At the end of the Civil War the leaders and citizens of the victorious North envisioned the country's future as a free-labor republic, with a homogenous citizenry, both black and white. Today’s oppressors may escape being held responsible for their crimes, but the future will condemn them. Those who stand up for progressive values are on the right side of history. As ideas once condemned to the dustbin of history—white supremacy, hypernationalism, even fascism—return to the world, threatening democratic institutions and values, can we still hold out hope that history will render its verdict? Joan Wallach Scott critically examines the belief that history will redeem us, revealing the implicit politics of appeals to the judgment of history. She argues that the notion of a linear, ever-improving direction of history hides the persistence of power structures and hinders the pursuit of alternative futures. This vision of necessary progress perpetuates the assumption that the nation-state is the culmination of history and the ultimate source for rectifying injustice. Scott considers the Nuremberg Tribunal and South Africa’s Truth and Reconciliation Commission, which claimed to carry out history’s judgment on Nazism and apartheid, and contrasts them with the movement for reparations for slavery in the United States. Advocates for reparations call into question a national history that has long ignored enslavement and its racist legacies. Stephen L. Elkin deftly combines the empirical and normative strands of political science to make a powerfully original statement about what cities are, can, and should be. Rejecting the idea that two goals of city politics—equality and efficiency—are opposed to one another, Elkin argues that a commercial republic could achieve both. He then takes the unusual step of addressing how the political institutions of the city can help to form the kind of citizenry such a republic needs. The present workings of American urban political institutions are, Elkin maintains, characterized by a close relationship between politicians and businessmen, a relationship that promotes neither political equality nor effective social problem-solving. Elkin pays particular attention to the issue of land-use in his analysis of these failures of popular control in traditional city politics. Urban political institutions, however, are not just instruments for the dispensing of valued outcomes or devices for social problem-solving—they help to form the citizenry. Our present institutions largely define citizens as interest group adversaries and do little to encourage them to focus on the commercial public interest of the city. Elkin concludes by proposing new institutional arrangements that would be better able to harness the self-interested behavior of individuals for the common good of a commercial republic.

If the First Amendment to the U.S. Constitution protects religious liberty, why doesn’t it protect atheists? God occupies our nation’s consciousness, even defining to many what it means to be American. Nonbelievers have often had second-class legal status and have had to fight for their rights as citizens. As R. Laurence Moore and Isaac Kramnick demonstrate in their sharp and convincing work, avowed atheists were derided since the founding of the nation. Even Thomas Paine fell into disfavor and his role as a patriot forgotten. Popular Republican Robert Ingersoll could not be elected in the nineteenth century due to his atheism, and the suffragette Elizabeth Cady Stanton was shunned when she questioned biblical precepts about women’s roles. It took until 1961 for the Supreme Court to ban religious tests for state officials, despite Article 6 of the Constitution.
