Ten years have elapsed since the fall of the Berlin Wall, which served as a fitting symbol for the end of the Cold War. That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

NATO member states are all undergoing some form of military transformation. Despite a shared vision, transformation has been primarily a US-led process centered on the exploitation of new information technologies in combination with new concepts for "networked organizations" and "effects-based operations." Simply put, European states have been unable to match the level of US investment in new military technologies, leading to the identification of a growing "transformation gap" between the US and the European allies. This book assesses the extent and trajectory of military transformation across a range of European NATO member states, setting their transformation progress against that of the US, and examining the complex mix of factors driving military transformation in each country. It reveals not only the nature and extent of the transatlantic gap, but also identifies an enormous variation in the extent and pace of transformation among the European allies, suggesting both technological and operational gaps within Europe.

The author examines America's options regarding the basing of ground troops in Europe and considers three major options available to the United States--complete withdrawal, annual rotations, and restructuring the Alliance to accommodate a smaller U.S. presence. While weighing the advantages and disadvantages of each option, he does not lose sight of the ultimate objective of NATO--to provide credible land power for the full spectrum of operations. He introduces a NATO 3-3 Force Structure concept that rests on a smaller NATO ground force adaptive to the capabilities and wealth of member states; increases interoperability (technologically and procedurally); and supports the expeditionary force structure already in progress by the formal establishment of three standing combined joint task forces (CJTF). Additionally, he recommends the adoption of nine division-sized bases in Europe located at key geostrategic points for greater access to the Middle East and Africa.

Chapters 3,4, and 5 address the first panel topic, "Is Europe Still Strategically Important to the United States?" Chapters 6, 7, and 8 tackle the second topic, "Potential New Missions for NATO in the 21st Century," while Chapters 9, 10, and 11 are devoted to the last topic, "What Type of Deployed Forces Does the United States Require to Meet Its Commitments in Europe?" Noteworthy among the commentaries is the wrap-up on pages 124-128 by General Crosbie E. Saint (USA Ret.). When American defense officials meet informally with their allies and friends from other North Atlantic Treaty Organization countries, the conversation often turns to the growing disparity in combat capability between European and U.S. forces. The problem is bemoaned, but the participants are not stirred to action. This is unfortunate. We need a cross-Atlantic debate that seeks feasible solutions to this problem. Mind the Gap responds directly to that need. It not only dissects the problem of a growing disparity but also rejects its inevitability. Instead, it lays out a multitiered strategy for its solution which is specific and practical, including processes and procedures for implementation. The proposed strategy is complicated and would be difficult to execute; it would raise questions and even objections. That is as it should be. The alliance, nevertheless, has solved larger, more complex problems. We urgently need to find a way to close the gap because the problem is getting worse. The United States continues to implement its vision of a globally mobile military force equipped with the latest technology. The European members of NATO are not investing in similar capabilities. As a result, the gap will widen and be increasingly difficult to close.

While faith in the Enlightenment was waning elsewhere by 1850, at the United States Military Academy at West Point and in the minds of academy graduates serving throughout the country Enlightenment thinking persisted, asserting that war was governable by a grand theory accessible through the study of military science. Officers of the regular army and instructors at the military academy and their political superiors all believed strongly in the possibility of acquiring a perfect knowledge of war through the proper curriculum. A Scientific Way of War analyzes how the doctrine of military science evolved from teaching specific Napoleonic applications to embracing subjects that were useful for war in North America. Drawing from a wide array of materials, Ian C. Hope refutes earlier charges of a lack of professionalization in the antebellum American army and an overreliance on the teachings of Swiss military theorist Antoine de Jomini.
