Excerpt from American Planning and Civic Annual: A Record of Recent Civic Advance in the Fields of Planning, Parks, Housing, Neighborhood Improvement and Conservation of Natural Resources The citizens of any neighborhood, town or city find that they are bound to be affected by planning decisions made at local, regional, state and national levels. They learn that comprehensive and local planning are not two separate operations, but that they are inter related, and that plans at each level of government must be reconciled with each other and fitted into overall plans, if the best results are to be obtained. Each annual contains much factual information not easily ac cessible elsewhere; but attention is called to the reorganization of the Federal Executive Agencies which is being put into effect as a result of the task force studies under the Hoover Commission. A number of agencies described in this annual have been changed in name or moved into other departments. No attempt has been made to record the status as we go to press. By next year more changes will be recorded and they will be on a comprehensive scale. The American Planning and Civic Association and the National Conference on State Parks include many public officials in their memberships but they both place emphasis on citizen interest and invite all public-spirited citizens interested in sound land and resource uses to become members, receive the publications and thus be prepared to play an active and intelligent part in the judging of local, regional, state and national policies proposed for the solution of pending issues. It always has been. For a few years after the World War the attacks upon democratic organization died down and perhaps seemed to some ended, but this was only an intermission - a lull in the storm. For centuries there have been two opposing assumptions about con trol in political society: (1) that the control of the common affairs of the community belongs in the few; and (2) that the control Of the common affairs of the community belongs in the many. The problem of the few has been: (1) to find the superior, (2) to continue the line, (3) to insure their regard for an judgment of the common good, and (4) to bring about mass confidence In their intentions and actions. Excerpt from American Planning and Civic Annual The next day, at a luncheon in this room, I heard an American Editor who had ﬂown from Europe to deliver his message, tell the same audience that in the event of war we could not be confident of winning. I construed the editor as meaning that another world war might be long and that our resources might be overtaxed. Be that as it may be, all conservationists are fully alive to the bear ing of natural resources upon military capacity. None of them would wish anything done, which would endanger our economic strength, therefore our military strength, but nobody believes it necessary in the interest of national welfare or national safety to permit power makers to invade the Federal reserves. There is now in sight enough coal to serve all of our needs for years. If we have luck we may find we have more coal. But, granting for the sake of argument that we should supplement coal wherever that is practical with water power we don't have to do so complete a job of high-damming that we must invade the national parks, the national monuments and other reserves. In the American Planning and Civic Annual for 1935, there fore, we present, in addition to the usual accounts of civic achievements in national, State, and local affairs, the proceedings of the Conference on City, Regional, State, and National Planning held in Cincinnati on May 20-22, 1935, by the American City Planning Institute, the (then) American Civic Association, the American Society of Planning Officials, and the (then) National Conference on City Planning. We also present addresses delivered at the National Conference on State Parks, held at Skyland, Va., June, 1935, and a selection from the discussions of a con ference of State Park officials called by the National Park Service in February of 1935. This year we have omitted the section on The Federal City, as, next year, on the occasion of the tenth anniversary of the creation of the National Capital Park and Planning Commission, it is our intention to present a resume of accomplishment and a new program for the coming decade.
