Bis 1949 wurden von westalliierten Gerichten circa 5.000 Kriegs- und NS-Verbrecher verurteilt. Die Verfahren trafen in der deutschen Bevölkerung, insbesondere bei den Eliten, auf Ablehnung. Einer der einflussreichsten, jedoch gänzlich im Verborgenen wirkenden Kritiker der alliierten Justiz war der Heidelberger Juristenkreis. Die von 1949 bis 1955 aktive Lobbygruppe unter der Leitung des Heidelberger Professors und CDU-Politikers Eduard Wahl umfasste bis zu 60 führende Juristen aus Wissenschaft, Anwaltschaft, Politik, Kirchen, Justiz und Ministerialbürokratie. Politisch und biografisch gab es große Gräben zwischen den Mitgliedern, fanden sich doch gleichermaßen Opfer und Gegner des Nationalsozialismus, ebenso »Mitläufer« wie überzeugte Rechtsradikale in die Vereinigung ein. Philipp Glahé vollzieht nach, wie und warum der Kreis trotz aller inneren Widersprüche maßgeblich an der Begnadigung nahezu sämtlicher in alliierter Haft befindlicher deutscher NS-Täter bis 1958 mitwirkte.
